I can therefore announce today that the council will not evict any tenants for arrears they build up due to a genuine inability to pay [the bedroom tax] until the cross-party working group has had time to examine the issue and propose a sustainable way forward.

    Even if they resolve this contradiction or inconsistency in statements you are still left with a criteria of ‘genuine inability to pay’. What does this mean except ‘deserving’ and ‘undeserving’ poor will be separated out for different treatment according to political, social, or bureaucratic prejudice and or stereotyping.
