ST-MARVIN’S-UP-THE-CREEK NEWSLETTER #8

I suppose I should  begin this month’s newsletter by issuing a formal welcome to our new Bishop’s Curate, The Woeshipful Right-Wing Rev Tory Bowels. As most of you may be aware by now, after the tremendous levels of publicity in some of the country’s most respected obscure theological journals, the Bishop decided that the diocese required a roving rector to uptake responsibilities for cross-Parish and whole-Diocese working. The bishop identified issues like parish land sales and development opportunities; church car parking challenges; ongoing professional development for us vicars and step change improvements to the Diocese’s financial outcomes for the focus of this work.

I personally would have preferred it if the Archidiot Lesley Mansell, one of the country’s finest practitioners of inter-faith understanding and dialogue practice with our muslim brothers, had been awarded the post. Without doubt she would have done exactly as I told her and would have been a perfect fit for St Marvin’s new medium term integrated quasi-agile management scoping exercise now entering pre-rollout. The thanks for which  goes to our superb new Parish Administrator and thought leader, Ms Klonowski from London, who continues to exceed expectations here at the Parish Office.

However, the Bishop, after an extensive consultation with worshippers across the Diocese, has selected the Rev Bowels and we must make what we can of this sub-prime appointment of an insufferable, inexperienced and theologically troubled minister. As my mentor, the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon sagely advises, “Suffer not and cast thy first stone at those who might pry too closely into your management of financial affairs.”

Obviously I am in personal charge and successfully in total control of all of the affairs the Rev Bowels wants to interfere with. For example, car parking issues at St Marvin’s are now officially moving toward resolution. Even if, technically, waiting times for church services have increased due to our congregational health and popularity. My increased fees and charges regime for car parking has provided a welcome financial uplift for the Church Media Fund in these financially straightened times too.

Similarly, our Property Sub-Committee, under the guidance of Mr Orrett  and Mr Baber, continues to make prudent decisions on land sell-offs and development that are benefitting the whole parish in all sorts of ways as well as offshored corporates and private investors. A “win-win” according to my business savvy parishioners. As for my training needs, my regular trips to the US to work and pray alongside my mentor, the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon, more than fulfil all my worldly educational needs. What can I possibly learn from this aging curate from Winterbourne?

This, however, does not in any way alter my original view, expressed to parishioners some time ago, that a Bishop’s Curate is a superb addition to the diocese and we will financially contribute to make this post a huge success. Although surely the Right-Wing Reverend Bowel’s efforts are best aimed at poorly administrated parishes in Bath or, even, his own Church of the Poison Mind in suburban South Gloucestershire?

Some of you have approached me for an update on our partnership with the Islington parish of St Jeremy-the-Hapless-Incompetent. While I’m happy to confirm that the partnership is ongoing, I see no reason to offer commentary on this arrangement at this time. Let’s instead focus on the parish of St Marvin’s and our excellent local sister parishes of St Goth’s-the-Pint-Size, St Thingy’s, St Karyn and All Tories and St Darren-the-Dunce’s. Speaking of which, with the summer coming, I’ll be able to tell you a little more about our exciting partnership religious festival programme in our next newsletter. Until then, farewell and may God continue to bless the righteous and lay serious police charges against my blasphemous enemies.

BUNDRED: AUDITORS OFF THE HOOK?

After FIVE YEARS of reporting continuous improvement for themselves and the council’s finances to their Audit Committee, the council’s crisis-hit Internal Audit Department makes another historic U-TURN.

They are now reporting to councillors that their “required Internal Audit Plan is not deliverable within existing resources” because of the “scale of finance improvements required”. How can this be when they’ve reported nothing but fantastic IMPROVEMENTS in finance management at the council for the last five years?

Also, in a sloppy piece of DROSS that will be remarkably familiar to anyone who’s seen a child’s homework thrown together five minutes before deadline, the Rev’s Chief Exec Anna “Big Wedge” Klonowski’s meek and mild whitewash – ‘Response to Bundred Review’ (sic) – published last month, singled out the Internal Audit Department for criticism.

“We will seek to improve how reports produced by the internal / external auditor, other regulators and inspectors are dealt with and shared and continue to strengthen our approach for responding to recommendations,” she ambiguously wrote. Presumably this is the formal response after finance investigator Steve Bundred discovered, while looking at Bristol’s £30m overspend, that independent Internal Audit reports for councillors had been secretly REWRITTEN by senior bosses to make it look like they had achieved savings they hadn’t?

Big Wedge went on to say “a peer review of the Internal Audit function has been commissioned which will also embed Key Audit deliverables in Service BAU [business as usual]. Additional resource has been appointed on an interim basis to support the improvement journey.”

So basically this useless department that’s been on a five year journey of FAILURE, INCOMPETENCE and deliberately MISLEADING councillors on finance matters until exposed by Bundred will now be treated to an inclusive, blame-free advice session from fellow-professionals who they know?

Keith Barrow: company expert Beardmore didn’t notice he was shagging the auditor!

Congratulations to Nikki “Chocolate Fireguard” Beardmore. She’s ascended Bristol City Council’s greasy pole at remarkable speed to joins the council’s official REALM OF THE STUPID and claim a prized six-figure salary as the fancy-sounding ‘Interim Strategic Director of Resources’.

Ms Fireguard pitched up in Bristol last April as ‘Interim Commercial Director’ for the council and Bristol Holding Ltd – part of Mayor No More Ferguson and Nicola “Lady Gaga” Yates’s bizarre network of UNACCOUNTABLE and FAILING private companies set up with our cash.

Ms Fireguard’s first move was to hand £3million more of our money to the council’s energy reselling business shambles, Bristol Energy, who used it to get themselves 10,000 customers and post an immediate £3million LOSS … Charged to us!

With this success under her belt, Ms Fireguard was immediately promoted to ‘Interim Director – HR, Change, ICT, Communications & Culture’. Here, the great strategist – having overseen a RANDOM and DISORGANISED voluntary redundancy process last year (surely she “led a programme of change using a rapid redesign methodology to drive and deliver major and complex change at pace”? Ed.) – set the council on course to spend £10million this year employing 15 per cent of its workforce on expensive temporary contracts.

Now, just four months into this role, Ms Fireguard has hit the jackpot and has been PROMOTED by the Reverend’s under-powered new Chief Exec, Anna “Big Wedge” Klonowski, to the Counts Louse’s top table and been issued with a long spoon.

Nobody at Bristol City Council bothered to research Ms Fireguard’s CV then? Had they done so they might have noticed that she has a record of, er, APPALLING FAILURE allied to ZERO entrepreneurial skills and a wholesale INABILTY to oversee and scrutinise the work of senior colleagues!

Ms Fireguard’s previous employer was Shropshire Council where she rose to the giddy heights of Director of Resources & Support in 2013. She then got a taste of the really big time in December 2014 when she was also appointed Chief Operations Officer of ip&e, a wholly owned council company notorious locally for continually LOSING MONEY, disliking disclosing information to councillors and the public and trying to UNLAWFULLY DODGE FoI requests!

Somehow things managed to take a TURN FOR THE WORSE on Ms Fireguard’s watch, however, when Shropshire’s council leader Keith Barrow hurriedly resigned as chairman of the board of ip&e in September 2015 after a conflict of interest SCANDAL. Apparently the dubious Tory twit was in a “personal relationship” with one of the auditors he had appointed to ip&e in 2012!

Is this not something a competent ‘leader’ might have noticed while a senior boss at an organisation for all those years? Apparently not. Instead Ms Fireguard sloped off in DISGRACE from Shropshire in December 2015 to enter the world of local government consultancy. Three months later she popped up in Bristol as an expert in local authority trading companies!

Last spring, with the ink still drying on Ms Fireguard’s lucrative consultancy contract in Bristol, ip&e was wound-up in Shropshire as an EMBARRASSING FAILURE. Although we understand there’s an ongoing fraud case at Shrewsbury Crown Court relating to the company and FALSIFIED INVOICES. Another unfortunate incident their expert Chief Operations Officer managed to miss!

To add to the sense of absolute farce surrounding this latest appointment to a senior post in our city, oddly – for someone employed to sort out a crisis hit FINANCE DEPARTMENT – Ms Fireguard is qualified in, er, MARKETING!

Don’t believe the Reverend’s bullshit, hype and spin. The pieces are already falling into place for yet another Bristol City Council financial scandal within the next few years

Greetings my parish stakeholders! As the darkness of Easter descends and that appalling image of a great, bleeding, beaten Christian martyr with a meat cleaver in his head is seared upon our minds and penetrates our very souls anew, I am not unpleased to be publishing another parish newsletter.

It’s all a bit of a hurry this month as myself and my brilliant editor, Mr Slocombe, have only just arrived back from an urgent trip to Ohio to engage in intensive prayer, discussion and fine dining with fellow vicars from around the globe to seek resolution to the urgent problems facing our diverse global community in the age of Trump and Brexit.

Those of you questioning the value to the parish of such a vibrant trip would do well to dwell on the words of my mentor, the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon who told us in Ohio, “he that travels far on generous expenses arrives nearer to God.”

I am aware the Ms Townsend from the Dave Spart Academy has set up a petition regarding my small and  essential international travel claims. So perhaps I should remind parishioners who signs what around here. Such as the application forms for entrance to St Snoot-the-Privileged, the parish’s high performing, OFSTED rated ‘Outstanding’ school. It isn’t Ms Townsend is it? Or any of that ragbag of commies and pinkoes who follow her around on the latest passing bandwagon she’s hitched them to.

Now, moving on to more important administrative matters, please note that the new competency framework for members of the Parish Committee has been delayed because our new Parish Administrator, Ms Klonowski from London thought I asked for a complacency framework. Speaking of which, I’m sure that most of you have now had an opportunity to read the special report I commissioned from Mr Steele, a senior partner at local accountancy firm Steele & M Bezzle on the High Street, regarding my predecessor, the Rev Loose Canon Ferguson’s financial overspend.

As far as I can see from Mr Steele’s excellent report, the blame for the overspend lies firmly with our former vicar and his Parish Administrator Mrs Yates and Bursar, Mr Wide. Some of you, however, seem to wrongly  believe that the whole of the Parish Committee was responsible. I shall therefore be commissioning a further report – from Mr Bezzle this time – to ensure that all the blame is put on Mrs Yates and Mr Wide.

This new report will prove it had nothing to do with our fabulous new Parish Administrator Ms Klonowski – who helped uncover the financial problems once the Rev Ferguson had left and she wanted to suck up to the new vicar – or any of my close friends on the Parish Committee who may have been in an unfortunate close proximity to others’ wrongdoing entirely by unfortunate mistake.

Finally, a number of you have contacted me regarding renaming the Jimmy Savile OBE Playgarden next to the church. As vicar of the parish I am unable to offer a formal view on the subject of nomenclature of public land managed through a charitable trust vehicle. Similarly, the generous church stipend to the garden is the responsibility of the St Marvin’s Garden Blind Trust over which I have no control.

Please therefore pursue this campaign through the correct channels and not through me. Please, also, if you are protesting at the garden, ensure that there is vehicular access to the church at all times. Some of my congregation are extremely wealthy time-limited people who need to get their kids into a decent secondary school in a timely manner with the minimum of fuss.

Hold-ups for families wishing to attend my church and hear my words of wisdom will not be tolerated. Have a happy Easter.

BUNDRED: NOTHING GOING IN WRITING FROM REES’S BENT LAWYER

The Reverend Rees’s response to the Bundred Report into the council’s MULTIPLE FINANCIAL FAILINGS, being personally overseen by his chronically underperforming donkey of a new Chief Exec, Anna “Big Wedge” Klonowski, is FALLING APART before it’s even started.

On Tuesday – in the middle of a General Election when politicians are looking the other way – Ms Big Wedge published her SEMI-LITERATE, ‘Response to the Bundred Review’ for the Cabinet to sign-off next week. Page 4 of Big Wedge’s rambling error-strewn drivel tells us:

“S[enior]L[eadership]T[eam] have agreed and the Chief Executive has recently reinforced the need for reports rather than presentations to be used as the basis of discussions and decisions.”

So come Thursday and Ms Klonwoski’s incompetent legal boss and Monitoring Officer, Shahzia “Dim” Daya – who personally oversaw and signed off the UNLAWFUL BUDGET of 2016 at the heart of the controversy – published her own report to councillors, ‘Scrutiny Structures and New Ways of Working – Hothouse Outcomes’.

This report is just one page long and tells councillors, “Full details of the outcomes of the Scrutiny review will be provided by Members VERBALLY at the meeting.”

So much for “the need for REPORTS rather than PRESENTATIONS to be used as the basis of discussions and decisions” then. Do the new rules not apply to lazy and bent Monitoring Officers?

The significance of all this is that councillors simply did not have the necessary ACCESS and INFORMATION they required to scrutinise what their bent managers were up to in 2015 – 17. This new scrutiny review is supposed to correct that.

Although it looks to us like councillors are being blatantly set up to fail all over again by exactly the same council bosses who conned them last time.

BUNDRED: GRAMMAR CLASS

OK. Here’s the Reverend’s new Chief Executive, Anna “Big Wedge” Klonowski’s long-awaited ‘Response to the Bundred Review’ going to cabinet next week.

The Bundred Review, you may recall, discovered that Bristol City Council was a financial basketcase where senior managers were running amok committing a variety of offences in order to massage our council’s accounts for their own benefit.

Many of us have been hotly anticipating clear and bold action from the Reverend and his well remunerated sidekick, Ms Big Wedge, to clear up this fiasco and nail the culprits once and for all. Alas, it looks like we may be disappointed.

One of Bundred’s many recommendations raised by Ms Big Wedge in her new report is:

“The Council should take steps to build on recent improvements in the quality of reporting and document management. Where necessary guidance should be issued, or training provided, to report authors emphasising the importance of clarity, transparency, analysis and advice (paragraph 121).”

Another is:

“Members should be less tolerant of poor quality reports than they appear to have been in the past (paragraph 120).”

OK then. Who’s gonna tell Ms Big Wedge the standard of English, grammar and syntax in her report is simply not good enough? Here’s a few random examples from the first two pages:

“To ensure that cross directorate saving proposal [sic] or proposals that covered [sic] more than one Directorate are achieved, each savings proposal has been allocated a named Strategic and Service Director lead as accountable officers.”

And:

“Further consultation will be required in respect of some areas of savings proposals and will commence when the General Elections [is there more than one?] have concluded. This has required Officers to consider further mitigations to assure delivery of the budgets in these unusual circumstances.”

And:

“In addition, Directorates will be challenged to explore alternative options for meeting the cost pressures faced within their existing resources or seek supplementary estimate [sic] to increase the directorate spending limit.”

And:

“This has now been put into implementation [sic] and should ensure there is a shared understanding and approach to council processes across the organisation that supports all Members.”

For fucks sake, “Put into implementation”? Isn’t there a word for that – ‘implemented’? Have the Reverend, Big Wedge or the council never heard of proofreading?

Meanwhile moving on to the subject of ‘clarity’. Try some of these for size:

“We have also reviewed, aligned and combined the monthly mechanisms for managers and their Service/Strategic directors to submit a holistic view of savings delivery from a financial and action focussed perspective.”

If anyone has the foggiest idea what Service/Strategic directors will be physically submitting and to who, please get in touch.

Or try this nightmare piece of prose from the depths of hell:

“Member oversight is a new element of this governance process that now includes a Delivery Executive. This involves attendance by the Mayor and Deputy Mayor (Finance, Governance and Performance) who is the chair of the new Delivery Executive. This meeting provides an opportunity to discuss the savings proposals, delivery and implementation and provides an additional challenge, enables further investigation of the detail, reviews any mitigating actions and provides a formal feedback loop to Cabinet with an overview of progress on savings delivery. Relevant Portfolio holders also attend these sessions, providing joint ownership and accountability for savings by both members and officers.”

This seems to be suggesting “member (ie, councillor) oversight” will be a matter for a “Delivery Executive”, which includes only one member out of 70 – the Deputy Mayor – plus possibly “relevant portfolio holders”. This meeting will then provide a “formal feedback loop”  to Cabinet members (although in order to be a “formal feedback loop” wouldn’t it have to return to the Delivery Executive where it came from?)

So Big Wedge’s “member oversight” stretches to around nine cabinet members if we’re generous and include those in her new-style “formal feedback loop”. The other 62 normal councillors who aren’t in the executive can presumably fuck off then?

Now try this bollocks for size:

“A one-off investment fund has been allocated to support savings related change activity across the council, this also includes funding a proportion of the change resource within the council. The resource is limited, making the threshold for allocation of this resource high, therefore promoting local ownership of service change and savings delivery, whilst mitigating against increased savings targets in future years for replenishment once this resource is fully used.”

We’ve no idea either. And what’s “mitigating against” all about? Meaning is so lost in there that it’s hard to tell whether it’s a straightforward error mistaking ‘mitigating’ for ‘militating’ or whether it’s the tautology ‘mitigating against’.

And finally (as we can’t stand any more of this half-arsed meaningless drivel):

“To ensure the achievement of long term improvements in the function, it will be necessary to take an end-to-end approach, combination of top down and bottom up initiatives, take along those involved in the execution of the operations; optimise the finance functions by removing waste and re-focus on core and value add activities.”

Excellent use of cliché, ambiguity and vague platitudes that could mean anything from Ms Big Wedge here.

Wouldn’t it all be so much simpler and provide a helluva lot more ‘clarity’ if she just fired the arseholes who fucked up the accounts in the first place and instead employed some people who can write reports competently in plain English and implement the proposed plans?

Bundred Response Recommendations FINAL-2

ST MARVIN’S-UP-THE-CREEK PARISH NEWSLETTER #5

Warm greetings to most of my flock. Although it’s not terribly warm here compared to Florida, where I’ve been reflecting for a month on the many troubling affairs of the day through the medium of hard prayer. All thanks to the hospitality of my spiritual mentor, the Pastor Righteous Loon, at his well-appointed beach-side mansion. Now I’m back and rearing to go. Let’s go find God and worship like it’s 1999!

Unfortunately I must start with a fond farewell. As many of you are aware, Mr Stephens from Birmingham has now completed his fantastic temporary stint as Parish Administrator and will be returning to live in disgrace in the Midlands a considerably wealthier man. Stephen’s work for our church has been exemplary – exchanging his generous salary demands for leadership in the blindingly obvious without quibble.

I’ve replaced him with our temporary bursar, Ms Klonowski from London. Ms Klownowski is hugely experienced, having worked in parishes in London as well as at St Wirrall-Cover-Up in the north. Many of you will know Ms Klonowski already. She has been working for us for over a year now so knows all about the parish finances and the appalling financial miscalculations of our former vicar, The Reverend Loose Canon Ferguson. After all, she helped him make some of them!

On my return from Florida, a number of you, no doubt encouraged by Ms Townsend from the Dave Spart Academy, brought to my attention Planning Application no. 1T5/MAD/A5/SH1T recently lodged at the council’s offices. This is an amazing design for a sustainable commuter transport solution through the parish. The eagle-eyed among you – also no doubt encouraged by Ms Townsend – have noted this will involve an increase in the transport utility for the underused north west section of our brownfield graveyard resource.

Please rest assured, a procedurally correct consultation has been undertaken by the relevant authorities with the Parish Property Sub-Committee. A number of key parish leaders were also engaged during this thorough process and everyone has agreed this scheme has the potential to transform parish travel outcomes.

Parishioners claiming “I didn’t know about this” have clearly not been paying enough attention and didn’t attend the detailed public presentation on the evening of 28 December 2016 heavily promoted on Twitter and on the choir noticeboard at the back of the chancel. At this presentation, it was factually demonstrated by expert civil engineers from the Cash From Concrete Corp. that this transport solution will improve public transport and cycling routes to both St Marvin’s and to the parish’s OFSTED rated ‘Excellent’ St Snoot-the-Privileged School.

The reutilisation of a small section of underused graveyard resource and the Dave Spart Academy’s lower years’ football pitch is obviously regrettable. However, technical metrics indicate the benefits to the parish going forward are measurable and may outweigh any minor non-positives parishioners – heavily influenced by an anti-transport lobby disbursing alternative facts – have raised.  As my mentor, the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon says, “In the beginning was the facts, and I got the facts, and the facts are what I say. Anything else is a fake news alternative fact. Praise be to God.”

Ms Klonowski from London has also confirmed the exchange-in-kind value of the church land is “not insignificant’ and could be treated as a material match-funding asset for the Church Media Fund as we face difficult financial choices together this year. I hope, then, that this is the end of this discussion and that this silly fake news on Facebook about a “highway through the cemetery”  circulated by a small clique of anti-transport activists will now cease. Instead let’s mature the conversation to explore the serious details of this scheme like what colour street furniture we prefer and what safety measures we might require to mitigate vehicles occasionally travelling at up to 60 mph near two schools and a church?

As you know, in March our church will embark on a new round of vital savings. St Marvin’s Under-5s will therefore be closing at the end of the month as part of the first stage of our sensible efficiencies strategy developed by Ms Klonowski. The St Marvin’s Elders’ morning sessions will continue on Thursdays only; a small reduction of two days a week. Both childcare provision and elderly day care can still be accessed in the parish at competitive market rates through private sector providers and we will be conferring preferred provider status on selected corporate partners very soon.

Now let me give you the good news. I’m pleased to announce that the proposed Church Hall refurbishment will go ahead as planned. Ms Klonowski has restructured the Church Media Fund and new staging, seating and lighting for the delivery of high-end passion play productions to benefit all the parish will go ahead as I promised at my job interview last year. My assistant vicar, the Reverend Tinkerbell, has even been in preliminary talks with the Oh My God! cable TV company. A national and international profile for St Marvin’s passion productions is a potential reality I’m promised.

Finally, please note I will be a keynote speaker at the ‘Jesus Says No Exit By Hard Brexit’ event in the parish next week. It is God’s will that you all attend and take heed of the words of elitist moral truth from myself and the new ArchLib elect Stephen Williams. Why not bring along one of my ‘God’s will not the Donald’s wall’ placards and the kids?

FROM AGILE TO FRAGILE: HOW SENIOR COUNCIL BOSSES HAVE SCREWED THEIR STAFF #1

ON THE DAY IT’S FINALLY REVEALED THAT BRISTOL CITY COUNCIL’S FORMER CHIEF EXEC, NICOLA “LADY GAGA” YATES LEFT LAST MONTH WITH A £196K PAY OFF FROM THE THE REVEREND MARVIN REES, WE START TO REVEAL THE APPALLING FINANCIAL BASKETCASE GAGA AND HER SENIOR BOSSES HAVE TURNED OUR COUNCIL INTO … AND WHO’S GONNA PAY FOR IT

How has Bristol City Council property boss Robert “Spunkface” Orrett already managed to run up a LOSS of £9m in his department this year? Surely there’s some mistake? Wasn’t Spunkface brought in from the super efficient, cash generating private sector to prevent just this kind of public sector waste and profligacy?

A brief read of the Reverend Rees’s emergency finance report – expensively prepared by his highly-paid private sector finance consultant Anna “BIG WEDGE” Klonowski, managing director of Elka Solutions Ltd management consultancy – reveals that Spunkface has managed to turn a profit projected to be £7.5m in March’s budget into a LOSS of £1.5m five months later!

Most of the excuses concocted for this financial shambles float in a special space between useless and the absurd. According to Ms Big Wedge, Spunkface has flopped because he’s FAILED to increase return on investment property holdings; he’s FAILED to reduce running costs from the disposal of admin buildings and he’s FAILED to reduce facilities management costs as promised.

Since the rental income from INVESTMENT PROPERTIES was £10m in 2015 – 16 – slightly up from £9.5m in 2014 -15. It’s is hard to see how Spunkface or the council thought they could increase this income by £7.5m this year … So it’s nothing to do with that then.

Similarly, FACILITIES MANAGEMENT costs are just £4.3m a year so there’s no £7.5m savings to be made there … So it’s nothing to do with that then.

This just leaves the running costs saved from the disposal of admin buildings. A major part of recently departed strategic director Max Wide “Boy’s” SINGLE CHANGE PROGRAMME that was going to deliver £60m of carefully designed strategic cuts by March 2017.

MAX WIDE ‘BOY’: has packed up his Powerpoint slides and fled

The jewel in the crown of these proposals was the ‘WORKPLACE PROGRAMME‘. The plan being that council would create “new agile working environments” for all council staff in just TWO BUILDINGS – an expensively refurbished Counts Louse and the newly purchased £15m Temple Street base. Apparently this could save the council a fortune in office rentals and leases and by having less buildings to maintain and administrate.

The new ‘agile work environments’ are already universally loathed by staff as corporate, sterile and IMPRACTICAL. Relying on expensive half-baked tech solutions and fashionable nonsense in an attempt to appear modern, the offices have only found favour with sad and lonely senior local authority bosses who appear to gain a sense of importance wafting around the ‘flexible space’ with their iPads.

Alas, Wide Boy’s Single Change Programme and on-trend ‘agile environment’ plans may not have panned out quite as he had planned. Before legging it in June he alleged via one of his many vague (but extremely agile with the truth) Powerpoint presentations to GULLIBLE COUNCILLORS that he had managed to deliver just £30m of his promised ‘savings’ up to April. Meaning a further £30m savings had to be found this year.

But now we find that a £9m shaped HOLE has appeared in Property Services exactly where Wide Boy’s agile ‘Workplace Programme’ savings should be. That means that Wide Boy’s overall savings are actually £21m not £30m. A cock-up that 1,000 low paid council staff will now have to pay for with their jobs. Less ‘agile working’ and more ‘fragile working’!

So why don’t council bosses openly tell us about this financial savings BELLYFLOP and their wholly misconceived corporate ‘agile’ cock up? Indeed, why hasn’t Spunkface – as a responsible public servant – prepared a proper detailed report on the finances in his Property Department for the mayor and councillors? As opposed to keeping his head down and trying to bury this enormous senior management CLUSTERFUCK in an opaque set of accounts?

Could it have anything to do with the fact that Marvin’s newly installed team of highly paid bosses – some pulling in a GRAND A DAY on temporary contracts; others tax efficiently creaming £80k A QUARTER – are just about to embark on yet another top-down reorganisation?

They’re promising, with lashings of corporate jargon, natch, lots more huge savings. So maybe they don’t want anyone noticing that the last reorganisation was a load of OVERPRICED BULLSHIT run by a bunch of highly paid INCOMPETENTS and cover-up artists?

Are The Reverend’s newly assembled little gang of greedy bosses and management consultants preparing to deliver their own under-powered reorganisation using the same old over-powered corporate PR techniques safe in the knowledge they, too, can do A RUNNER before the shit hits the fan?

And Look! Top of the new bosses’ list – promising to deliver £16m of savings by March 2017 – is Wide Boy’s utterly failed and useless SINGLE CHANGE PROGRAMME!
