WHISTLEBLOWER TAKES A GAMBLE ON ‘CORRUPT’ COUNCIL BOSS

Why did every Bristol City Councillor receive an email in early June announcing that Bristol City Council’s latest Monitoring Officer, “L’il” Tim O’Gara, responsible for preventing corruption at our council is, er, CORRUPT? The tale begins with Tim’s old boss, Sheena Ramsey, at Worcester County Council. She arrived at Worcester in 2015 from Knowsley, Merseyside soon after SILENCING A WHISTLEBLOWER by bullying them into early retirement.

This whistleblower, Mike Fagan, had revealed that Knowsley’s Labour council leader, Ron “A” Round’s grandson had been appointed as a trainee at the council without going through any formal recruitment procedure. Mr Fagan was promptly offered EARLY RETIREMENT that came, he says, with “veiled threats of DIRE CONSEQUENCES should I refuse to accept it.”

When Mr Fagan discovered Sheena Ramsey had been APPOINTED as “Managing Director” at Worcester, he contacted councillors, “naively, expecting councillors at Worcester would insist that Sheena respond to my allegations with a denial and even threaten to take action against me for libel.”  

However, things didn’t go to plan as O’Gara moved into full EMERGENCY EXECUTIVE ARSE-COVERING MODE for Ramsey, taking the lead on the issue and refusing to engage with Mr Fagan, despite realising early on that the allegations against Ramsay were ENTIRELY TRUE. L’il Tim, we’re told, was obstructive over FOI requests on the matter and publicly smeared Mr Fagan as “VEXATIOUS”.

L’il Tim also made these claims regarding Mr Fagan to the Information Commissioner (ICO) and wasn’t clear about the source of misinformation he provided to them. Although he WITHDREW ANY CLAIMS and denied having any information about Mr Fagan when confronted at an ICO tribunal. L’il Tim got away with all this as the ICO decided he had not committed a criminal offence in the way he handled the case. Although we’re told, “his actions would be adjudged corrupt on any ‘BALANCE OF PROBABILITY’ assessment”.

It’s therefore unlikely L’il Tim will be providing any explanation to Bristol’s councillors in a hurry. Instead the Reverend’s Head of Paid Service, Mike “Billie Jean” Jackson has dealt with the matter by forwarding to councillors a letter from Worcester smearing Mr Fagan as – wait for it – “VEXATIOUS” and announcing, “Bristol City Council now considers this matter to be closed”.

However, the pair of self-serving Bristol executives are in a bit of an awkward bind here. Should L’il Tim threaten to sue, as he should do to clear his name, he runs the enormous risk of being caught LYING. If he simply denies the claims, he runs the risk of getting SUED by the complainant. Hence we find Billie Jean trying to brush the matter aside with a crude NON-DENIAL DENIAL DEVICE obtained from Worcester. Although this letter is already attracting robust legal threats from Mr Fagan who has evidence from the ICO that states he is not “vexatious”.

Mr Fagan has now written again to councillors saying, “I am so confident that Mr O’Gara will refuse to deny his corruption that I can make the following offer. If the matter is investigated properly by the Council and in the event of my allegations not being upheld by such an investigation; I SHALL MAKE A DONATION OF £50,000 TO THE MAYOR’S FUND FOR BRISTOL“!

This sounds like easy money for a charity. A simple investigation into L’il Tim clearing him of the allegations against him and the charity banks £50k. That is unless our Monitoring Officer, responsible for tackling corruption at the council, is UNABLE TO DENY ON THE RECORD that he’s corrupt?

Happy days.

MARVIN’S BITCH ON BORROWED TIME?

Already, less than a year in post and many at the Counts Louse are unhappy with the Reverend’s new Head of Paid Service, MIKE “I’M YOUR BITCH” JACKSON, the £165k a year replacement for the highly costly and abysmally useless, Anna “Big Wedge” Klonowski.

Indeed Lib Dem Anthony “Arthur” Negus is already demanding a “FUTURE DISCUSSION ON THE POST OF HEAD OF PAID SERVICE“. This comes after what Negus describes as the “politicising of replies to members’ questions at Full Council that cross the line.”

This is a reference to the Reverend Rees’s increasingly SAD AND BITCHY RESPONSES to any opposition councillor trying to hold him to account at their monthly q&a sessions. These catty political responses, it seems, are often PERSONALLY DRAFTED FOR THE REVEREND WITH GREAT PRIDE BY JACKSON who, despite being a neutral civil servant, appears to enjoy pleasuring the mayor in this way.

The big problem here is that unelected Jackson, having spent a year BITCHING AND SNIPING AT ELECTED COUNCILLORS opposing the Reverend, may find they will not want to work with him if they gain office next year.

Who could blame them? Meanwhile, Green councillor Clive “Shakin” Stevens has also been expressing his RESERVATIONS ABOUT JACKSON and especially the close relationship and strong male bond there appears to be between this objective and independent senior local government officer and the elected Mayor. “IT’S NOT POSSIBLE TO TRUST THIS ARRANGEMENT,” says Shaky darkly.

Shall we start organising Jackson’s leaving party for next May now as few are likely to be prepared to work with a former Mayor’s bitch? And why should they be?

HEAD BOY SALARY SHAME EXPOSED

The Reverend’s next large-sums-of-cash-needlessly-handed-to-bosses SCANDAL stepped up a gear in January when the council’s HR Committee DEMANDED that council boss Mike “Billie Jean” Jackson advertise the post of Executive Director – Growth & Regeneration “WITH IMMEDIATE EFFECT”.

The committee also asked that their views “REGARDING THE PROCESSES WHICH HAD BEEN FOLLOWED for the appointment to the role of Interim Executive Director – Growth & Regeneration, be raised with the Chair, Vice-Chair and Independent Member of the Audit Committee.”

This is all about a report requested by Green Councillor Paula “Mickey” O’Rourke and produced by the council’s latest legal boss, “L’il” Tim O’Gara, into the ongoing employment of Colin “Head Boy” Molton on £1,500 A DAY as Interim Executive Director – Growth & Regeneration since September 2017.

Obviously, the contents of this report are A CLOSELY GUARDED SECRET, but we’re happy to tell you what it contains. Basically, Bristol City Council have FAILED to follow their own procedures in relation to Head Boy’s employment and this senior officer appointment has NEVER been authorised by either Full Council or the HR Committee as the council’s constitution requires.

Unfortunately it’s unclear, at present, who agreed the ongoing employment of Head Boy outside the rules and on HIS OWN HIGHLY LUCRATIVE PERSONAL TERMS beyond anything he could earn as an authorised employee of Bristol City Council. Instead the council claim they are UNABLE TO LOCATE ANY DOCUMENT ANYWHERE authorising Molton’s appointment although, “it’s highly likely his £1,500 daily charge is regularly signed off by HR and Workforce twit, John “Bedwetter” Walsh,” says our source.

So far Head Boy and his patron, the Reverend Rees, are kicking the can down the road on this issue and Head Boy’s job is YET TO BE ADVERTISED as it needs to be. Are close friends Head Boy and the Reverend arrogantly digging their heels in, believing SELF-STYLED CITY LEADERS are above the little people’s public sector employment rules?

ST MARVIN’S PARISH NEWS #19

You may have read in the local newspapers that the scourge of institutional racism is stalking the pews of St Marvin’s. The first thing to understand about all this is that none of this is my fault. Neither is it the fault of the executive head of the Parish Committee, the entirely non-racist Mr Jackson, or any other of my highly competent and equalities-positive senior leaders of our inclusive church project. This is a fact confirmed in a secret report you don’t need to see that I commissioned from my friend, The Very Reverend Holy Poonami

This has all been explained to Mr Norton, the editor of the St Marvin’s Post and one of our parish’s outstanding social liberals and anti-racists who assures me he has a lot of black friends. He now firmly agrees with myself and the Holy Poonami that the blame for all this racism at St Marvin’s lies firmly within the congregation, especially among those occupying the middle pews on Sundays. And rest assured, our inclusive parish leadership team are fully dedicated to efficiently shifting the blame for this problem on to these people as quickly as possible now that the newspapers have found out.

Further strategic responses you can expect from a wholly innocent and unaware inclusive parish leadership team will be an ongoing commitment to building a diverse parish by repeating language such as ‘inclusive’, ‘diverse’ and ‘outward looking’ as much as possible. This should allow inclusive parish leaders to continue to flourish despite acutely embarrassing accusations from the media.

In partnership with Mr Jackson and the senior parish leadership team, I will also continue to regularly publish waffle about our organisational values; ramble on about a parish journey of continuous improvement and, naturally, improve the robustness of our all-important equality impact assessments that nobody ever looks at.

You will also be excited to hear that the inclusive leadership team will ensure that the next Parish survey – due out soon – includes a section dedicated to you better understanding our outward-looking parish culture and religious environment. This will specifically address issues of fairness, equality, inclusion and diversity that many parishioners are struggling to spout as professionally as our inclusive parish leaders can.

Alongside our mission to place the blame elsewhere, I’m sure you will agree this is a hugely robust response from your inclusive parish leadership team. As my mentor the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon says in his new ‘Book of Loon’, “When caught red-handed, profess thy undying innocence, buy in a report and blame those who can’t answer back”.

Finally a small word about these so-called “whistleblowers” who spoke to the press. In future can anyone identifying as a “whistleblower” contact the inclusive parish leadership team immediately? We are all extremely skilled in managing these problems in line with our inclusive parish leadership goals and, often, our inclusive goals conflict with the goals of the ungodly free press. Please note that “whistleblowers” who fail to comply with this simple instruction may come to regret it.

Hopefully, with such a robust inclusive leadership response now in place, the parish can move swiftly along and not dwell on this overblown media confection for too much longer.

Rotten Comrades: “Equalities Champions on the March!”

Human Resources have been in a flap recently. Not only has the issue regarding underpayment of “scores” of staff (see Smiter passim) been reaching boiling point but the fur has been flying regarding racial discrimination as well.

Now, I haven’t written much about racism in The BRISTOLIAN – if at all – but issues regarding race have cropped up from time to time at the council and have been painfully slow to resolve.

The fact that we have a black mayor, that we have a duty to promote equalities, that we have an old and well-organised community of BME citizens and that it is illegal to harass or discriminate on the basis of race should make it pretty unlikely that anyone will get away with doing that sort of thing at Bristol City Council. Or at least, if someone felt like engaging in a spot of racism they would, at least, hide it really well so that they wouldn’t get their arses kicked out of their jobs.

Well, it would seem some of our more dumber managers haven’t given it much thought and have carried out their innately resentful and hate-filled agendas anyway. So much so, they have attracted the attention of Bristol City Council’s equalities ‘self led groups’ who in turn have contacted HR and the Head of Paid Service, Mike “shh-mo” Jackson. “Scores” of incidents have been quoted as having taken place and very little has been done about them.

HR is not happy at this new source of interference in their strategy of keeping a lid on everything. This has been especially galling as they have spent years controlling, diverting, and in some cases “letting go”, the more uncontrollable middle-ranking trade union reps – what I call your experienced barrack-room lawyer. Instead, cultivating the more useless and amenable trade union reps into positions of high influence, where it can all be jolly-hockey-sticks and fluffy kittens.

Anyway, a new form of barrack-room lawyer – the equalities champion – has arisen, as if from nowhere, to pick up the baton the unions have dropped. A bit of competition can only help, don’t you think? The unions don’t like this at all. It is – at least theoretically – their patch. Well, our equalities champions want to know: why have the unions been ignoring desperate people with just grievances begging them for help?

And the answer seems to have come back: well, they didn’t fill in the right form and other such useless excuses. A “frank exchange of views” reportedly broke out after that. And then, when it was asked, why are the unions not supporting staff at stage one of the grievance process, Unison’s reply was: they weren’t sure they should be doing that anymore. The exchange of views got franker.

I’ve been told the equalities people came away with the impression that the unions were in some way compromised, which I think pretty much sums it up. Which is not to say that there aren’t good barrack-room lawyers in the unions – I could count ten or so across all of them – it’s just a waste of time seeking help from the unions if you are given the wrong rep, as sad as that might sound to all of us.

The underpayment scandal update.
I had actually drafted an article announcing that management had seen sense over this and done the right thing. But then it seems a lack of common sense had intervened at the last minute.

I was told that one of our better reps was ambushed in the Count’s Louse by some of our worst reps, on his way to deliver a list of names of people prepared to sue the Council over the underpayment scandal. Our protagonist’s opponents – the three stooges (as I like to call them) – were reported to have staged a Dick Turpin style corridor intervention where they made it clear our protagonist was showing them up and it was their case now.

Our hero cried out: ‘no justice, no peace’ and brushed them aside. But he was not quick enough – the three stooges made their own offer to HR based on the sort of insane formula made up by people who don’t know anything about contract law.

In essence, they screwed it up, making the sort of offer that led to HR leaning back and rolling their eyes into their heads. Snatching defeat from the jaws of victory, our useless, “rotten comrades” will now no doubt flap their arms about a bit before losing interest, thus letting our hero have another go.

ST MARVIN’S PARISH NEWS #16


Some of you, no doubt encouraged by silly elements on the Parish Committee, led by Ms Townsend and other troublemakers from the parish’s failing school, the Dave Spart Academy, have been querying how parish leadership is now enabled. Let me explain.

Firstly, Mr Slocombe, who’s delivered excellence in shared resilience practice over two years as the parish’s creative communications specialist, is now known as Head of Vicar’s Office where he will aim to mature the church into an enabling organisation. To reflect his new importance I’ve awarded Mr Slocombe a pay rise in excess of 100 per cent.

Those of you who know Mr Slocombe will see perfect sense in all this. While those of you who don’t and are asking “what skills does Mr Slocombe bring to a senior parish role?” should reflect on our common purpose a little more. A career producing lots of dull press releases for striking postmen is the perfect training for life at St Marvin’s and Mr Slocombe brings with him lots of transferable skills. Please give him your unconditional support as both the Lord and I do.

As most of you are now aware, Mr Jackson from Weston-Super-Mare has finally arrived in post to replace our former parish administrator, Ms Klonowski from London. The post has been rebranded by Mr Slocombe as ‘Head of Administrative Services’ and Mr Slocombe tells me, “Jackson is a jumped up office boy. All decisions go through me.”

Some of you also have been asking how I have empowered Mr Alexander from Sea Mills? Mr Alexander, a well-known and popular parish figure, found every Sunday loudly cheering and applauding my sermons from the front row of the congregation, has agreed to become my freelance evangelical enforcer on a voluntary basis.

So three cheers for Mr Alexander and his solutions focused approach. His assistance at a recent meeting on church waste disposal hosted by our rubbish Parish Committee member, Mr Dudd was highly appreciated. If Mr Alexander hadn’t aggressively told that single mum from the Dave Spart Estate at the wrong end of the parish to “sit down and shut up” when she started asking questions about waste disposal, I’m assured the meeting may have outcomed sub-optimally.

Those of you, encouraged by Ms Townsend, accusing Mr Alexander of bullying and misogyny are wide of the mark. As my mentor, the Texan psychotic preacher and notorious anti-communist homophobe, the Pastor Righteous Loon says, “a woman’s place is on a sun lounger by my pool in a skimpy bikini.”

Finally, can I ask that you say a little prayer for Mr Browne, the hardworking chairman of governors at the parish’s high-achieving St Snoot-the-Privileged Selective Religious Academy? Mr Brown’s experiencing a difficult time presently after accidentally providing a character reference in court for convicted sex offender, Mr Perry, the former Head at St Snoot’s and, in a separate incident, he is being threatened with financial ruin because someone, probably from the Dave Spart Academy, is threatening to sue him!

WHACKO JOINS THE MERRY-GO-ROUND

The appointment of North Somerset Council boss, Mike “BILLIE JEAN” Jackson, as Executive Director: Resources and Head of Paid Service on £165k a year at Bristol City Council continues the merry-go-round of big wages, changing job titles and eye-watering pay-offs for poor performance at the top of the council.

This leadership farrago really gathered steam in the summer of 2012 when the Bradford Sun Queen, Chief Executive Jan Ormondroyd on a cool £190k a year, JUMPED SHIP after trying and failing to rig the outcome of the Town Green application at Ashton Vale in favour off Bristol City FC. The Sun Queen “TOOK EARLY RETIREMENT”, scooping a £50k pay-out as the door slammed on her way out.

In the autumn of 2012 Mayor Old Fool arrived in the hot seat and immediately decided that the big problem with the top job at Bristol City Council was its NAME! So the great leader scrapped the Chief Executive post and introduced a CITY DIRECTOR instead.

Step forward Nicola “Lady Gaga” Yates who swanned into this new role from Hull in 2013 scooping a generous £192k a year through various salary enhancements we weren’t told about. By 2016, she had departed IN DISGRACE with a £200k pay-out when a £30million hole emerged in the council’s budget.

Now, with the Reverend was at the helm, he decided the problem was, er … the JOB TITLE! So, in early 2017, he appointed Anna “Big Wedge” Klonowski as Chief Executive on £160k a year. SIX MONTHS later she departed with a controversial £70k pay off, currently being investigated by the council’s auditors.

This brings us to new boy “Whacko” Jackson. He arrives with yet another NEW JOB TITLE and the usual bollocks from the mayor and his patsy HR Committee of councillors insisting we must pay top dollar to get the skills they need. Although which of Ormondroyd, Yates and Klonowski was in any way a success or value for money?
