WHITEWASHING COUNCIL WANTS TO ‘ELIMINATE STAINS’ AT LAUNDRY FIELDS…

More Town Green shenanigans at LAUNDRY FIELDS in Fishponds by Blackberry Hill Hospital.

The local community and landowners the Homes & Communities Agency (HCA), have agreed to split the plot between open space and development land.

The HCA have even agreed to voluntarily register the proposed open space as a TOWN GREEN, which pretty much puts a pricey judicial review out of the question. But this isn’t good enough for the Bristol City Council’s oafish big-spending managers who want to rip up this agreement by refusing to register a strip of the land on which they want to build a ‘bund’ – basically a large mound!

This mound, we learn, is needed because BCC says – in a big thumbs-up for equalities and diversity in the city – that it wants to BLOCK the sights and sounds of the nearby SECURE MENTAL INSTITUTION!

Presently the council is leaning on the HCA to reject the settlement, which means bringing in an inspector, barristers and all the other costly nonsense that we have to foot the bill for.

Is this really a good use of the council money and resources as it makes £90m of service cuts?

For two years the Friends of Horfield Common have been fighting to get the WELLINGTON HILL PLAYING FIELDS protected and declared a TOWN GREEN. Ever since the landowners, Bristol City Council, included the fields in their notorious Green spaces strategy as a site FOR SALE to developers.

The playing fields meet all the requirements of a Town Green and all that’s needed is a rubber stamp from the registration authority, er … Bristol City Council! But Bristol City Council, the landowner, has other ideas. Why take a cheap, efficient, legal route supported by a whole community when you can engage in an expensive argument based on liEs and DoDGy interpretations of the law backed by a few shadowy managers at the Counts louse?

The fun and games started last autumn when BOB ‘THE BORING ONE’ HOSKINS, a council landscape manager, presented to the Public Rights of Way Committee some photos of “individual signs which were installed in Wellington Hill Playing Fields” that warned people not to trespass. All well and good – except the signs weren’t from Wellington Hill but from STOKE LODGE PLAYING FIELDS…Two miles away!

With this scam exposed, the council then decided to spend lots of money employing an expensive lawyer to present their ‘evidence’ about the land to a PUBLIC INQUIRY run by an independent inspector. The hearing is due soon. So step forward another council manager – this time area Parks manager, PETE ‘PANTS ON FIRE’ CLARK, who is presenting ‘evidence’ that the fields were gated and fenced in the 1990s, ‘proving’ the public hasn’t used the land ‘as of right’ for twenty years.

Unfortunately for Clark his claims are contradicted by his council’s own paperwork. A letter dated 1980 from Avon County Council Property to the Director of Education clearly states:

…the boundary fencing and gate which used to be along the public footpath in Wellington Hill has now disappeared which has the effect of opening up the playing field to the general public.

This confirms that any gates or fences, which may have once been there, were not there in 1980, while ‘Pants On Fire’ Clark’s ‘evidence’ says that both were still there a decade later!

This has caused anger among local residents. Says one:

We don’t know how Pete Clark has got the front to submit this. He grew up in the area and he knows as well as we do that this is TOTAL RUBBISH!

But when it comes to making up “total rubbish” and presenting it to inspectors at great expense, Hoskins and Clark are but mere beginners. During the seven year fight to get land at Whitchurch declared a Town Green, City Council Property Manager JAN ‘THIRD’ REICHEL gave no fewer than FOUR different explanations at different times for the legal status of this land! All of which, incidentally, turned out to be total bollocks. The cost of that particular pointless exercise went into six figures.

So why are big sums of our cash being forked out to back the doomed and pathetic efforts of COUNCIL MANAGER LIARS to block Town Greens?

HOYTY-TOYTY’S PORK BARREL POLITICS SCAM

News is emerging that Green Cabinet member and Ashley Councillor, Sir Gus Hoyty-Toyty, personally signed off a £62,000 payment for Bristol City Council to buy the “under threat” Lynmouth Road Allotments in his ward.

The allotments were put on sale by receivers Grant Thornton in September after Scout Enterprises, owners of the land, went bust. A brief campaign to save the land ensued – and then up popped Hoyty-Toyty to save the day!

He put in a sealed bid of £62k from Bristol City Council for the land on September 25 despite a reserve price of just £20k. The price Hoyty-Toyty was prepared to pay with our money is thought to be excessive as the land is protected by covenants and is of little value to developers.

Meanwhile Hoyty-Toyty, who wasn’t exactly shy about trumpeting how ‘he’ saved the day…

…has been rather more coy about exactly how much he spent to help voters in his own ward secure this land, admitting on Twitter only that the land “cost a ‘bit’ more than £20k.”

That ‘bit’ being three times more!

HORSEWORLD PLANNING APPS WITHDRAWN AT 11TH HOUR!

Web ExclusiveFollowing a tip-off last night The BRISTOLIAN can report that the ‘interestingly’ managed charity HorseWorld will not be seeing its planning applications for a massive housing development and new visitor centre go before the BANES Development Control Committee today – thanks to the sensational LAST MINUTE DUMPING of the matter from the agenda.

Bath & North East Somerset Council’s DCC is still meeting this afternoon… Only without any discussion of the controversial concrete-in-the-greenbelt scheme that HorseWorld boss Mark ‘Am I In This Month’s BRISTOLIAN Again?’ Owen seems to think is the only way to reverse the financial rot that set in during his five year tenure as Managing Director.

A council source told The BRISTOLIAN:

The applications have been withdrawn – this was done by officers not the applicant. There is further information to be obtained, and issues to be clarified…

Just what could that “further information” be? What “issues” need to be “clarified”? Could it be that the recent revelations in your lovable ‘Smiter’ have been read down yonder..?

It’s expected that Owen’s DOOMED PLANS will be resubmitted to next month’s DCC meeting on 20 November.

In the meantime, questions continue to be asked about a number of aspects to Owen’s development proposals, not least the ‘SECTION 106 CONTRIBUTIONS’.

‘Section 106’ obligations are legally enforceable requirements on a piece of land that a local authority negotiates with an owner. When major development like what’s planned for the HorseWorld land is in the pipeline, it’s meant to ensure that the developer bears some of the financial strain on local services, such as education, roads and health facilities.

And as you can imagine, 125 new houses in a village of barely more than 1,300 people can definitely be seen as major.

So given the FINANCIAL STRAITS that HorseWorld is in, offering £1,008,254.52 in s106 money (‘HorseWorld Trust Financial Viability Statement’) seems pretty impressive (though as some have noted, s106 negotiations are often skewed in favour of the developer).

Certainly, as some of the submissions in support of HorseWorld’s plans suggest, more housing for local people – something of a hot local potato at the moment – would be a great idea.

As HorseWorld marketing assistant Amy Williams noted (whilst simultaneously forgetting to mention who she’s employed by):

Housing is very much needed in the area and will allow the existing listed buildings to be converted and preserved. The site for the housing fits inperfectly with the existing built up area surrounding it. Well done HorseWorld for a well thought out plan!

Well done indeed! And well done Amy for describing so well the need for affordable housing for Whitchurch locals whilst she herself lives in a £200,000+ house in, err, Staple Hill!

Amy’s boss, Communications Manager Samantha Greatbanks – an actual Whitchurch resident – echoes the sentiment:

I feel that for my generation these houses will provide a new place to live that is close to home.

Admirable sentiments from someone living in a half-a-million quid property!

Still, it will be great that with 125 new homes in Whitchurch young locals not born with a silver spoon in their mouth will be able to find homes in their own village and not be forced out by stupidly high house prices, isn’t it?

Erm… Well it seems that HorseWorld isn’t that keen on the idea. Its million pound s106 offer is only on the table if it’s allowed to provide just 10% affordable housing on the site – a mere dozen homes for ordinary Whitchurch people.

That’s contrasted with the not-much-less-meagre demand – carried unanimously – of the BANES Development Control Committee for 35%.

And when you consider that around 110 new dwellings would attract roughly 300 new residents with well over a hundred extra motor vehicles between them, and increase demand for school places by at least a hundred, just how far will that £1,008,254.52 stretch?

Does Mark Owen and the charity bosses who approved his perks and company car and salary hikes – whilst the horse-loving staff at the sharp end survive on little more than minimum wage – really think the people of Whitchurch are so witless?

Of course, no one should be prevented from putting across their opinion just because of where they work – but why hide your connection to an organisation that wants to undertake such a massive development? Unless the idea is to deliberately give the impression of being impartial local voices…

That’s certainly what the charity’s cash-burning senior management might like BANES to think its dealing with!

We have had word that the HorseWorld planning applications have been dropped from today’s Development Control Committee meeting, which was due to take place at 2pm.

As we reported yesterday, the HOPELESS BOSS of the charity (which, it should go without saying, does great work rehoming and rehabilitating horses, donkeys and other equine beasts that have come upon hard times) – Mark ‘Large Sums’ Owen – has been leaning on his 60-odd employees and 150+ volunteers to send in letters of support to BANES Council.

We reported that – based on Bath & North East Somerset Council’s own figures – there had been 615 letters of objection and 110 letters of support. Having crunching through all the available information, we can reveal some STARTLING FACTS.

There have actually been 108 expressions of support, from a total of 72 people, split across two separate planning applications – both the ‘enabling’ application for a massive housing development, and the ‘enabled’ application for a new visitor centre.

Even more interesting is that of those 72 supporters, we have POSITIVELY IDENTIFIED* 23 of them as trustees, executive officers, managers, paid employees or current (or very recent) volunteers. A 24th is a partner in HorseWorld’s investment manager Smith & Williamson – alongside trustee Michael Neale. A 25th appears to be the wife of a director. Of these 25 with clear, proven interests in HorseWorld, just SIX have declared that interest.

Curiously, of the other 47 supporters, only FOUR mention any specific connection to HorseWorld: the mother of a volunteer, an ex-volunteer, and two businesses which trade with the charity – something of a statistical anomaly in the circumstances…

Is Large Sums getting so desperate that he thinks he can get away with such an amateurish attempt to ‘astroturf’ support for his ill-thought out master plan?

* Just to be clear, we have only counted clear evidence of close connection to HorseWorld – such as paid employment, current or very recent volunteering etc – and we haven’t sneakily included every person who has ‘Liked’ a post on the HorseWorld Facebook page, or described themselves somewhere as a ‘supporter’ of the charity.

Web ExclusiveFull-of-himself HorseWorld boss Mark ‘Not That One’ Owen has been serving up the Kool-Aid to his demoralised staff and forcing them to write to Bath & North Somerset Council…

Why? He wants them to support his INSANE PLANS to knock down the current visitor centre so that he can flog off the land to housing developers – and, err, build an ugly gurt shed of a new visitor centre!

The scheme – which would see 125 houses squashed into a village of only 460 dwellings – could be the last roll of the dice for Owen, who took hold of the reins in 2008. Desperate to justify a 2013 pay rise that many would call OBSCENE – even if it were for the MD of a well-performing charity, let alone one that’s lost over a million quid in just two years – Owen’s attention has been fixed on getting planning permission for his madcap plans. His vain hope? That this might improve the ‘Visitor Offer’ and thereby solve the BUDGETARY CRISIS he himself created during his flimsy tenure.

It’s not a view shared by locals – 615 letters objecting have already been received by BANES, along with representations against the development from both Whitchurch and Compton Dando Parish Councils, plus Bristol City Council and the Whitchurch Village Action Group.

Particular concerns have been the added strain on local schools, services and roads, Owen’s back-of-a-fag-packet estimates of increased visitor numbers and memberships, building into the greenbelt, and a lack of environmental features.

But ever the resourceful spiv, Owen hatched a cunning plan to win over the BANES Planning Development Committee, which meets this Wednesday (23 October) to consider his planning applicationDEMANDING staff must write to the council with letters of support for his plan! No ifs, no buts, that letter had to be penned. Only they mustn’t say they’re connected to HorseWorld, lest they undermine their case.

A swift look at the council’s planning website reveals a large proportion of those 110 letters ‘supporting’ Owen’s plans are, in fact, from the charity’s paid employees, volunteers and even trustees. They don’t reveal themselves as such, no doubt in the hope that the council will be hoodwinked into thinking they’re independent-minded people.

Those supporters deftly avoiding any mention of their connection to HorseWorld include finance supremo Nikki Bridges (remember her from The BRISTOLIAN #4.7?), Director of National Equine Welfare Jerry Watkins and his wife Dawn Parker-Watkins, human resources boss Becky Hopkins, trustee Marg Stenner, visitor centre coordinator Sharon Crewe, marketing and communications manager Samantha Greatbanks, education worker Kim Pounsberry, training groom Kayleigh Macleod

Meanwhile, those HorseWorld trustees who’ve supported Owen every step of his disastrous way – like Andrew Dowden, Ernie Hemmings and John Newman – remain desperately tight-lipped.

It couldn’t be that any of them work in the construction or financial investment industries with the chance of CASHING IN on Owen’s greenbelt concrete fantasy, could it..?

LOCKDOWN ON PORTWAY – HOW VULNERABLE TENANTS WERE IMPRISONED IN THEIR HOMES BY HEARTLESS COUNCIL!

Not content with trying to evict people for being too poor under Bedroom Tax provisions, now the council is placing elderly tenants with disabilities under HOUSE ARREST – and charging them full rent for the privilege.

The shocking situation has unfolded in Shirehampton’s VALERIAN CLOSE, where Bovis Homes Ltd has been building new council homes to replace old prefabs. Typically everything has not run to schedule.

Whilst all 21 properties have now been completed, the road and pathways remain untarmaced – TRAPPING RESIDENTS, several of whom cannot walk unaided, in their homes, and preventing carers from being able to properly access the houses.

Is this any way to treat our Bristolian elders?

FERGO GOES THROUGH THE LOOKING-GLASS ON CASTLE PARK CONSULTATION!

Web ExclusiveAs the 18 October deadline looms for public submissions on the ‘Central Area Action Plan’ (which will seal the fate of Castle Park and decide just how much of the city centre green space will be COVERED IN CONCRETE) a recent music festival was an interesting test of the council’s resolve.

Having won a reprieve for its turn-it-into-a-shopping-mall strategy with the knocking back of the Town Green application in 2009, Bristol City Council has since tried to tread softly with the passionate Park Users’ Group. That is, of course, until this weekend just gone, when with less than a month before the CAAP consultation closes they rented out the popular urban park – despite all the public rights of access involved – to £30-a-head commercial event Tokyo Dub. Given infamous local unwillingness to spend money to get into public spaces, and with just sixty security (85% of them from that well-known Bristol neighbourhood Brighton) to watch over a licensed crowd of 5,000 with only rickety Heras fencing to contain them, this was certainly a BOLD MOVE.

But it’s by no means the boldest move being made at Castle Park: that honour would appear to go to our old friend MAYOR GEORGE FERGUSON. Despite being a man who as a graduate of the University of Bristol and a qualified architect presumably knows how to use a ruler and read a map, poor old Fergo has been having some proper trouble with sizes and scales when faced with angry Bristolians who accused him of putting Castle Park under threat. Under threat? Fergo?? How!?

Well, by SNEAKILY EXTENDING THE BORDERS of the potential development area. Fergo, though, claimed not to be able to see how the September 2013 ‘Preferred Options’ map of the Castle Park development clearly covers a larger area that that on February 2012’s ‘Options Consultation’ document, which only identified the empty bank buildings and car park at the St Mary-le-Port end of the park as suitable for development. In fact, the February 2012 map even clearly marks out the surrounding parkland as ‘Important Open Space’, signalling its protection.

Not so on Fergo’s watch though, as the millionaire mayor made clear in EVER MORE FEVERISH tweets in which he effectively claimed that black was white and up was down… “It’s a decrease [in development size] if anything,” blurted out the panicky Merchant Venturer, before retreating away from the argument as fast as he could.

But then despite his well-cultivated image of being a touchy-feely, save-the-trees kinda guy, Fergo’s was after all the go-to hip architect for the COUNCIL’S PREFERRED DEVELOPERS Deeley Freed, back during Fergo’s pre-mayor days and when they needed a bit of local credibility due to public opinion being very much against them.

This time though it’s Fergo feeling the lash of the public’s tongue – especially now his spin doctor Claudia Jean has left the building (though not before rather unsuccessfully attempting to combine aloofness, charm and hey-guys-I-can-laugh-at-myself sense of humour) leaving Gorgeous George with only LONG-SUFFERING BAG-CARRIER ZOE SEAR to keep him from sticking his foot in his mouth more than once a day (or “setting the news agenda” as those meejah professionals in Shitty Hall like to call it). Whether this will prove a good or a bad thing for Castle Park remains to be seen.

As does the reason behind why a supposed environmentalist like Fergo is so keen to see trees chopped down, green spaces removed from public use and a much-loved park extensively concreted over…

‘PLOT 6’ THICKENS…

Politicians from across the spectrum are quick to insist that ‘Plot 6’ at Temple Meads train station – situated in the heart of the Tories’ so-called ENTERPRISE ZONE next to Brunel’s original building – is pencilled in to become a much-needed transport interchange. No, ‘onest guv!

This seems a bit strange as plans for the site have always shown Plot 6 occupied by a grotty speculative development of office blocks. And now The BRISTOLIAN learns that desperate planning bosses offered the plot to the BBC last year as a base for their operations in the city – and as part of a transparent attempt to boost the Enterprise Zone’s thin claims to be a centre for the creative industries.

Alas, the BBC declined the offer, presumably not really wanting to move to a DULL WASTELAND of office blocks and car parks.

But surely our councillors and Mayor Fergo need to have an urgent chat with Enterprise Zone boss – unelected Tory-boy Merchant Venturer Colin Skellett – and find out what his plans really are?
