The Reverend Rees and Bristol City Council continue to bang on incessantly about their tired Blairite concept of “LEADERSHIP”. A few buccaneering individuals, we’re led to believe, with the right background, skills and talent must be set free to manage modern public service organisations in their image and inspire us plebs with their dazzling abilities. SO HOW ARE THESE BRISTOL CITY COUNCIL “LEADERS” ACTUALLY DOING THEN?

Well, according to the council’s recently published staff survey, ABYSMALLY BADLY. These highly paid and pampered leaders achieved ratings more in line with used car dealers or estate agents than the cream of senior public service management or anything we might associate with genuine “leadership”. On the question of whether there is GOOD LEADERSHIP within council from the senior leadership team, only 34% of staff agreed. Meaning a MASSIVE TWO-THIRDS OF STAFF felt these highly remunerated individuals were delivering poor or indifferent results.

Worse, on the vital question of “I believe senior leaders are TRUSTWORTHY AND ACT WITH INTEGRITY“, just 36% of staff thought this the case. Meaning 64% of council staff do not believe the leadership at the council CAN EVEN BE TRUSTED. If their own staff can’t trust these ‘leaders’ why should the people of Bristol? How can you possibly lead people if the vast majority view you as a shower of untrustworthy liars and cheats?

When asked if “LEADERS UNDERSTAND THE CHALLENGES OF MY DAY-TO-DAY WORK“, just one fifth of staff agreed. Meaning 80 per cent thought these “leaders” had NO IDEA WHAT ACTUALLY HAPPENS IN THE ORGANISATION THEY PURPORT TO LEAD. Meanwhile, less than a third of staff thought their leaders were “Interested and listened to views of employees”.

These self-styled council leaders, then, are not only UNABLE to deliver anything resembling good leadership, they don’t even have the ability to create the impression they give a toss about those they work alongside every day. Shouldn’t they all now acknowledge they’re failures and RESIGN?

BOSSES WAGES UP: ‘SAVINGS’ DOWN

When Labour councillors voted in November for a TEN PER CENT pay rise for the council’s senior bosses as part of an organisational restructure, they assured us that £750k would be saved by employing less bosses.

Alas, just a month later and with an internal consultation on these management changes underway for the next few months, news is SNEAKED OUT that savings will now only be £500k. And, of course, there’s no guarantee this figure won’t drop further before the restructure is complete.

Looks like it’s another con to increase wages at the top in exchange for fuck all.

UPDATE:
Oddly, an entirely different story emerged directly from the mouth of the Reverend Rees regarding these ‘savings’ (as opposed to the traditional term ‘cuts’).

When questioned this week about how much his new senior management structure would ‘save’ us, the Reverend claimed the figure had risen to £830K. Somewhat different to the £500k savings figure stated in his own finance report he signed off in December.

So where did this magical new pr-friendly £830k savings figure the mayor’s spouting come from? And why are the HR committee still being fed an old figure discredited in finance reports in December?

And what – to use the Reverend’s own farcical management-speak bollocks – is the “single version of the truth”?

ROTTEN COMRADES: ‘REDUNDANCY PAY CUT SHOCKER’

Another month, another shambles as Bristol City Council’s dodgy unions bend over backwards to help the employer. This time it’s redundancy pay that’s at risk but, instead of telling the employer to go “do one”, our comrades have, er, bravely thrown in the towel.

Citing the obvious line that if unions don’t go along with the cut, the employer will change their contracts anyway, our reps have come up with a piss-poor, face-saving formula that they will add “checks and balances” to the proposals.

Management would threaten unilateral changes to contracts, wouldn’t they? It’s the first – and oldest – trick in the book. Instead of saying “nice try sunshine!”, our not-so-bright colleagues scratched the top of their heads, fell over their clown shoes and surrendered.

One of the “checks and balances” reported to our Industrial Correspondent is an increase to voluntary severance payments. A windfall that, for ordinary workers, is as rare as hen’s teeth. Besides, what manager proposing a restructure will choose the more expensive, but more equitable, voluntary route to redundancy when it’s cheaper just to choose who to fire?

Back when they had experienced reps, the unions argued that it was better to let volunteers go than to fire people who are desperate to keep their jobs. This will strike a death knell for such an idea. Unions agreeing to this proposal will change the contracts of thousands of staff, even non-union members, which is actually worse than doing nothing.

If nothing is agreed and the proposals are imposed, at least one or two brave members of staff could challenge it. Perhaps with the help of an ambulance chasing lawyer or a union that has somehow managed not to compromise itself? Because, of course, redundancy pay is part of your contract and enforceable in law. “Checks and balances”, even placed in a policy, won’t be.

However, it’s not a done deal yet. Although the reps are agreeing it in principle, the unions will need to consult with their members (watch out for some frighteningly Orwellian fact distortion in your inbox). They want the effects of this not to kick in for a couple of years. But they intend to agree it now and tie it down in such a way that nobody can claim, in say three years’ time, that it was a surprise.

It’s not just Unison this time, the blame lies with Unite and GMB as well. They’re all complicit in this. If you catch anyone from the unions defending or promoting these proposals, in the Counts Louse or elsewhere, do yourself a favour: make them a dunce’s cap to wear and ask them to resign.

 

CITY COUNCIL SENIOR BOSSES LINE UP ANOTHER PAY RISE

We’re not making this up …

Having awarded themselves pay rises of up to 20 PER CENT in 2016 for arranging an unlawful budget, Bristol City Council bosses are lining up yet another pay rise for themselves. “Independent” reports in front of the Human Resources Committee next week want to award senior bosses pay rises of up to 13 PER CENT!

The council’s latest Pay Policy Statement awaiting sign-off from gullible councillors next week says:

“For the period covered by this Statement, the salary for Group Director roles will range from £135,000 to £165,000 with a mid-point of £150,000. (Currently £136k)

The salary for Director (Level 2) roles will range from £100,000 to £120,000 with a mid-point of £110,000. (currently £98k)

The salary for Director (Level 1) roles will range from £85,000 to £105,000 with a mid-point of £95,000. (currently £98k)

Salaries at these levels will normally be between the minimum of the range and the mid-point. Payment above the mid-point is reserved for roles where there is clear evidence that the market rate is significantly higher than the mid-point.”

Meanwhile the pay and grading review for ORDINARY STAFF (which might result in significant pay rises to the lowest paid staff at the council  who are currently earning at near minimum wage levels) that was supposed to be completed in April is now delayed until, at least, JANUARY 2018.

What a total fucking joke. Bosses should be getting big pay cuts. They have failed to deliver time and again. They’re simply not worth the money.

LOCAL ELECTION 2016: WHO NOT TO VOTE FOR

The BRISTOLIAN EXCLUSIVELY brings you the list of which councillors and which parties voted to give an ultra-privileged set of city council bosses in the top one per cent of earners in the city a 20 per cent pay rise while offering ordinary workers NOTHING.

THIS IS EXACTLY HOW THESE PEOPLE WILL RULE. They’ll line the pockets of wealthy voters and give ordinary voters NOTHING.

Remember! Don’t vote for any of those that voted for this pay rise. They’re not on your side, they’re working for the wealthy and the privileged. NOT YOU.

THIRTY-SEVEN councillors voted for the pay rise. SEVEN voted against. TWELVE wimped out and abstained. A further SIX are so useless they couldn’t press a button to vote and another FIVE councillors simply didn’t bother turning up to the meeting and couldn’t be arsed to let anyone know. THREE sent their apologies for not attending.

The briefest glance at the list shows that 20 LABOUR COUNCILLORS voted for the pay rise and pushed it through. Had they voted against the pay rise, it would not have happened. So not only did Labour ENGINEER THE PAY RISE at the council’s Human Resources Committee, they provided the majority to get it voted through.
