During a rambling speech to long suffering parents of SEND children in June, council Education and Social Services boss, Jacqui “Trust Me I’m a Doctor” Jensen, admitted there was  “A KIND OF MIX BETWEEN PARALYSIS AND PANIC” in her SEND department. A department that she was paid £150k a year to run with a kind of mix between efficiency and professionalism.

During the same speech she also made the barking mad claim that the humiliating Judicial Review she lost to SEND parents forcing her to reverse the unlawful cuts she had made in her department was, in fact, a  “A TECHNICAL PIECE OF CONSULTATION“.

So what is the council’s response to this shambolic performance from their very own VILLAGE IDIOT? Er, a pay rise! At an HR Committee meeting less than a month after this exercise in absurdity by a senior council boss in front of parents, councillors agreed to accept a recommendation from Jensen’s subordinates that “the annual salary for this appointment be set at the maximum of the range for the Executive Director – People role”. The maximum range being £165k. Or a £15K PAY RISE.

What would a council boss have to do to not get a generous pay rise?

BOSSES WAGES UP: ‘SAVINGS’ DOWN

When Labour councillors voted in November for a TEN PER CENT pay rise for the council’s senior bosses as part of an organisational restructure, they assured us that £750k would be saved by employing less bosses.

Alas, just a month later and with an internal consultation on these management changes underway for the next few months, news is SNEAKED OUT that savings will now only be £500k. And, of course, there’s no guarantee this figure won’t drop further before the restructure is complete.

Looks like it’s another con to increase wages at the top in exchange for fuck all.

UPDATE:
Oddly, an entirely different story emerged directly from the mouth of the Reverend Rees regarding these ‘savings’ (as opposed to the traditional term ‘cuts’).

When questioned this week about how much his new senior management structure would ‘save’ us, the Reverend claimed the figure had risen to £830K. Somewhat different to the £500k savings figure stated in his own finance report he signed off in December.

So where did this magical new pr-friendly £830k savings figure the mayor’s spouting come from? And why are the HR committee still being fed an old figure discredited in finance reports in December?

And what – to use the Reverend’s own farcical management-speak bollocks – is the “single version of the truth”?

COUNCIL STAFF STUFFED AS AIMLESS UPHEAVAL IS FOISTED FROM ABOVE

The naval-gazing SELF-OBSESSION of senior bosses at Bristol City Council continues unhindered by reality as the Reverend Rees launches another so-say “new structure for senior management”.

Naturally this restructure also means PAY RISES boosting top directors pay by a cool TEN PER CENT after Labour councillors led by self-styled militant trade unionist Kye “Rimmer” Dudd, the current chair of the council’s HR committee, steered the new pay deal through his committee for the Reverend last month.

This restructure and pay rise announcement – 18 months into the Reverend’s term – arrives shortly after a series of finance reports over the summer presented to his cabinet and councillors claimed such a reorganisation was officially ‘at risk’ and would NOT be happening.

However, with the speedy and mysterious DISAPPEARANCE of his hand-picked Chief Exec, Anna “Big Wedge” Klonowski in September, the Reverend reversed the ferret and instructed his latest teacher’s pet interim £1,000 a day private sector consultant Jackie “You’re Fired!” McGeachie to embark on the delayed project IMMEDIATELY.

The Reverend’s headline claim for this latest DECKCHAIR REARRANGEMENT at the top at the Counts Louse is that it will reduce the number of managers by seven and save £750k a year. A virtually UNVERIFIABLE claim considering the pay rises being doled out and the hidden number of highly paid interims, consultants, former bosses and corporate wonks wasting time, money and oxygen throughout the council at any given time.

The Reverend also doesn’t seem to realise that “a new structure for senior management” is also a new structure for the WHOLE organisation. This means yet more BUREAUCRATIC CHANGE and UPHEAVAL for ordinary low-paid staff who have been subjected to mass redundancy programmes in 2013 and 2016 and a ridiculous New Ways of Working “agile” office move programme ongoing since 2015. More redundancies are on the cards this year too.

Meanwhile, a PROMISED restructure for ordinary staff at the council, likely to deliver significant pay increases to the lowest paid workers to stop their wages collapsing to the low level of the minimum wage, has DISAPPEARED without trace. Despite a promise when bosses’ wages were hiked last year by up to 20 PER CENT – just after they conspired against us all to set an unlawful budget – that a fair staff pay structure was a priority for bosses, the mayor and councillors.

As one member of staff told The BRISTOLIAN: “Another management reorganisation means absolute chaos and a decision-making vacuum for six months at least. Then some dull, witess twat on vast wages who we’ve never met will start emailing corporate crap at us claiming they’re our ‘leader’. Then they’ll be more uncertainty as they start trying to get rid of us all, all over again. Then they’ll leave with a massive top secret pay off because it turns out they’re actually a load of shit”

Alas, it seems, the priority, as usual, is the bosses, the bosses’ pay, the bosses’ egos and more aimless upheaval for frontline staff trying to deliver actual services.

LABOUR RIMMER SERVICING GREEDY BOSSES

Get a middle-ranking trade union bureaucrat in a naff suit, hand him a job title and an increased councillor allowance and he’ll have his TONGUE inserted up the ARSE of a boss quicker than a strategic director can say “get your tongue on my sweet spot Kye”!

Step forward Kye “RIMMER” Dudd, Labour’s new union firebrand chair of the council’s Human Resources Committee, responsible for dishing out ridiculous PAY RISES to failing bosses. Last year this useless committee decided to chuck senior council bosses a 20 PER CENT pay rise to reward their “talent” just weeks after all the lucky recipients of this taxpayer generosity had conspired together to set an UNLAWFUL BUDGET for the city.

Now the senior management pisstakers are back in front of the committee again on Thursday, recommending ANOTHER pay rise for themselves of 20 per cent. This time “TO REFLECT MARKET RATES“. All they now require is for Rimmer’s daft committee to sign their nonsense demand off as quietly as possible.

Naturally, an almighty fuss has accompanied the news of this latest HUGE PAY RISE demand from bosses in the midst of CUTS to council tax benefits to the poor, the closure of libraries and the sacking of school crossing patrols. And Rimmer is right on it … Servicing the needs of his bosses on six-figure salaries by trying to SILENCE DISSENT and steer this ludicrous pay hike through the council.

His first move has been to attempt to BAN gobshite councillors, Tory Richard “Bunter” Eddy and Lib Dem Gary “Fuckbucket” Hopkins from the crucial committee meeting on Thursday – even though he has no power to do so – claiming they have BREACHED confidentiality by discussing the useless recruitment process for recently departed Chief Exec Anna “Big Wedge” Klonowski.

Clearly there’s no interest from Rimmer in working cross-party to put an END to these ridiculous and ever-increasing salaries for bosses then. For some reason it’s much more important for Rimmer to engineer a pathetic little party POLITICAL ROW in the finest tradition of thicko small town provincial politicians.

“As a trade unionist, I am horrified that unlike any other organisation in the world, these two force us to play out Human Resources issues in public, disrespecting the employment rights of employees and damaging the ability of the council to manage people effectively and the organisation cost-effectively,” HUFFS the idiot, Rimmer.

Because, “as a trade unionist” Rimmer’s main concern is obviously the employment rights of a Chief Executive earning £140k a year who received £70k for resigning? Mustn’t go around disrepecting useless, bullying, money-grabbing BOSS SCUM must we Rimmer?  Where’s the respectful SILENCE and CAP-DOFFING from the lower orders as greedy bosses assisted by trade unionists and the Labour Party openly rip us off, eh?

Rimmer is also, it seems, a bit CONFUSED about the role of his committee that meets in public to discuss, er, council human resources issues in public. This simple democratic oversight – according to Rimmer  – is now “damaging the ability of the council to manage people effectively and the organisation cost-effectively”. Of course, if only Rimmer and the Reverend could line the pockets of bent bosses and elitists IN SECRET it would be so much more cost effective wouldn’t it?

Meanwhile ordinary staff at the council, who Rimmer pretends to give a shit about for electoral purposes, will be told at the same meeting that they will have to wait until – at least – JANUARY to hear about their own wages.

A proposed salary restructure for the plebs, which, last year, his HR committee promised would be completed by April, has now been DELAYED by Rimmer until next year for reasons he won’t explain. More of those “confidential” and “cost effective” reasons no doubt? Or perhaps Rimmer’s just a CUNT who’s only interested in lining the pockets of wealthy bosses from public funds?

CITY COUNCIL SENIOR BOSSES LINE UP ANOTHER PAY RISE

We’re not making this up …

Having awarded themselves pay rises of up to 20 PER CENT in 2016 for arranging an unlawful budget, Bristol City Council bosses are lining up yet another pay rise for themselves. “Independent” reports in front of the Human Resources Committee next week want to award senior bosses pay rises of up to 13 PER CENT!

The council’s latest Pay Policy Statement awaiting sign-off from gullible councillors next week says:

“For the period covered by this Statement, the salary for Group Director roles will range from £135,000 to £165,000 with a mid-point of £150,000. (Currently £136k)

The salary for Director (Level 2) roles will range from £100,000 to £120,000 with a mid-point of £110,000. (currently £98k)

The salary for Director (Level 1) roles will range from £85,000 to £105,000 with a mid-point of £95,000. (currently £98k)

Salaries at these levels will normally be between the minimum of the range and the mid-point. Payment above the mid-point is reserved for roles where there is clear evidence that the market rate is significantly higher than the mid-point.”

Meanwhile the pay and grading review for ORDINARY STAFF (which might result in significant pay rises to the lowest paid staff at the council  who are currently earning at near minimum wage levels) that was supposed to be completed in April is now delayed until, at least, JANUARY 2018.

What a total fucking joke. Bosses should be getting big pay cuts. They have failed to deliver time and again. They’re simply not worth the money.

FLY ON THE WALL: MARVIN AND HOUSING

With only a week to go, many candidates for Bristol Mayor were there and even the Tory had come along to “show his support”, but THE FLY’S compound eyes focused in on an interview being given by Marvin ‘Luther’ Rees to a team of documentary film makers.

THE FLY hovered in and waited for any particularly tasty morsels of Bullshit that might be in the offing. It turned out that the interviewer was asking Marvin what he intended to do for Bristol’s homeless upon taking office.

Marv gave the usual CLAPTRAP about “deals over affordable housing” but whenever the interviewer asked for specifics he became twitchy and stated: “Look if we were in a boxing match, then I’d hardly tell you I was about to land you a right hook, now would I?” (ignoring the fact that neither were in a boxing match. Ed.)

Then the interviewer mentioned the huge and disproportionate salaries that council executives were being paid and whether THE MAN OF THE PEOPLE intended to cut them as mayor.

Marv was seen to visibly recoil in horror. “No no,” he protested, “Be reasonable, I can’t do that! The next day I’d have to face a fleet of lawyers and their unions* would go on strike!”(Presumably the UFCPP Union of Fat Cats on the Public Payroll? Ed.)

When the interviewer remonstrated that other candidates were considering this very move, Marv guffawed and spat out, “Well they aren’t going to be elected, are they? To be elected mayor, you have to be seen to act responsibly…”

At this point THE FLY decided to depart and land on one of the (by now many) smoking, wet turds roundabout. Lapping up the heavenly moisture with its proboscis.

THIS IS EXACTLY HOW THESE PEOPLE WILL RULE. They’ll line the pockets of wealthy voters and give ordinary voters NOTHING.

Remember! Don’t vote for any of those that voted for this pay rise. They’re not on your side, they’re working for the wealthy and the privileged. NOT YOU.

THIRTY-SEVEN councillors voted for the pay rise. SEVEN voted against. TWELVE wimped out and abstained. A further SIX are so useless they couldn’t press a button to vote and another FIVE councillors simply didn’t bother turning up to the meeting and couldn’t be arsed to let anyone know. THREE sent their apologies for not attending.

The briefest glance at the list shows that 20 LABOUR COUNCILLORS voted for the pay rise and pushed it through. Had they voted against the pay rise, it would not have happened. So not only did Labour ENGINEER THE PAY RISE at the council’s Human Resources Committee, they provided the majority to get it voted through.

GREEDY BOSSES SCORE THEIR MASSIVE CASH BOOST

PF-loadsamoney_2177214bRejoice! It has come to pass! Two thirds of Bristol’s councillors have voted to RAISE the council’s senior bosses’ salaries by up to 20 PER CENT. Just as we revealed they were conspiring to do in the last issue of The BRISTOLIAN.

An elite group of bosses – already in THE TOP ONE PER CENT OF EARNERS in the city – can now look forward to enhanced pay packets from this month. The council’s three strategic directors will now be struggling along on £136K A YEAR while 29 service directors can look forward to pay packets of up to £110K A YEAR. Up from £90k!

Meanwhile councillors made NO PAY OFFER whatsoever to the rest of their long-suffering, low paid staff  whose salaries have STAGNATED for at least eight years. The little people who do all the work can fuck off as far as Bristol City Councillors are concerned.

Many from the establishment political parties – LABOUR, TORIES and GREENS – with the exception of a few maverick Lib Dems, supported this insane salary rise for bosses. Delivered under the guise of a pay policy claiming to REDUCE INEQUALITY between the lowest paid and the highest paid at the council by, er … Increasing the wages of the best paid!

While you expect bent Tories to stuff the pockets of the wealthy with public money, it’s extraordinary that the so-called progressives of the Labour and Green parties back these pay rises for the ONE PER CENT OF HIGHEST EARNERS. Especially when both parties are pretending – during the mayoral elections at least – that they are going to tackle inequality in Bristol.

Both parties also happily supported the unproven claim by Mayor Toryboy that these fat cat salaries have to be increased to attract “THE BEST TALENT“. Because obviously you need “talent” to shuffle paper, sit in meetings and fail to deliver a transport plan for your key capital project don’t you? It also takes “talent”, presumably, to keep your work and its finances TOP SECRET at all costs from the public you serve.

In reality, there’s ZERO EVIDENCE to show higher salaries to bosses improves anything at all. It’s as big an economic myth as the Tories’ notorious “TRICKLE DOWN THEORY“, which claims making the rich richer will make poor people wealthier.

Even the trade unions seem to be in on this CRUDE SCAM to benefit the bosses and not the workers. We’ve seen no public objection from the three main unions at the council – Unison, Unite and the GMB – to this scandalous pay rise for the rich or any attack on the LIES AND DISTORTIONS used to implement it.

Perhaps it’s time for workers at the council to organise themselves?

GAGA’S WAGE WATCH

yates iiBoth the city council pay policy reports to councillors in 2015-16 and 2016-17 insist council chief Nicola “Lady Gaga” Yates’ salary is £160K A YEAR. This means she should earn ‘only’ up to ten times the amount of the lowest paid council workers on the living wage of £15,900.

This 10:1 highest to lowest wage ratio is supposed to be official council policy as laid down by the people we elect. Strange, then, that the last senior officers pay report published on the council’s website in December 2015 stated that Gaga actually earned £193K A YEAR!

This is up from £180k in April 2015 and up from the publicly agreed wage of £160k we were told she would earn when she started in April 2013. Gaga appears to have unilaterally awarded herself a SECRET 20 PER CENT PLUS pay rise outside of her own council’s written policy then.

The FOUL STENCH surrounding this woman and her easy access to public money is compounded by the fact she’s now been forced to admit she also earned £12k a year at an hourly rate of £60.00 as the Chief Exec of Bristol 2015 Ltd. This means her earnings may have topped £204k last year! Not bad for someone who ‘only’ earns £160k a year according to all the formal council documents on pay being fobbed off on us.

Look out too for that useless trade union worker and chair of the council’s Human Resources Committee Labour’s Mike ““ARSEHOLE” Wollacott at the Full Council Meeting next Tuesday. He’s adding his own cheap and nasty fragrance to the general stink of ill-managed public money, lies, greed and corruption wafting around the Council House these days.

Wollacott will openly LIE to councillors and to the Bristolian public on Tuesday and assure us all – on the record – that Gaga only earns £160k a year. Thus he can maintain his LIE that the council’s highest earner only earns ten times the salary of the lowest earner.

And before Wollacott or any of his mates start sending us wanky legal threats, he has already published his LIE in the report that he’s presenting to the Full Council on Tuesday recommending councillors give the bosses their 20 per cent pay rise.

Why’s this trade unionist openly LYING to councillors, his staff and the public about senior bosses’ salaries? Why’s he pretending he’s helping the low paid at the council while simultaneously hiding the real salary of Gaga that just happens to make a mockery of his party’s own living wage policy?

The whole lot of ’em – bosses and councillors – are taking the piss out of us, their staff and especially the low paid.

Service directors take lunch

A council pay policy report talking up the living wage and shoved in front of councillors on the Human Resources Committee last month claimed that the council’s new SENIOR MANAGEMENT PAY POLICY, apparently conjured out of thin air, is that the salary of Strategic Directors will be 85% of the City Director’s salary of, allegedly, £160k.

What this means, then, is that the council’s four strategic directors, struggling along on just £130k a year at present should get a tasty little £6K PAY RISE to £136k a year! … So much for austerity and cuts at the council …

That’s a 4.6 PER CENT pay demand from the bosses then. Meanwhile, the little people who actually do all the fucking work will be lucky to see a one per cent pay rise this year. Not that their bosses, busy FEATHERING THEIR OWN NESTS, have tried to get them any kind of pay rise at all.

Also joining in with this latest FAT CAT PAY BONANZA at the Counts Louse were 19 Service Directors. In their case, councillors are instructed to up the pay of this well paid shower of twerps “IN LINE WITH THE MARKET RATE“.

The “market rate” being £94,601, up from £90,989. That’s a cool FOUR PER CENT wage demand from them then. Apparently demanded – with a straight face – while these service directors personally take an AXE to public services in the name of austerity.

Adding to the sense of WHOLESALE RIP OFF of taxpayers and service users, bosses also demanded “An Uplift Band payable to Service Directors to reward exceptional performance.”

An “uplift band” that can earn a maximum of 15 PER CENT of total salary. In other words, service directors could earn as much as £110K A YEAR if they meet undisclosed performance targets based on secret criteria judged by themselves! But don’t worry, because bosses assured councillors they’d inform them immediately after they’d awarded themselves any “uplift band”!

The cost of all these proposed wage hikes appears to be in the region of £400K OF COUNCIL TAX PAYERS MONEY and no doubt these bosses have worked very hard indeed to set aside our money to sort out their wages for the next year in these straightened times?

But what about their staff? Are they getting a four per cent pay rise and a 15% “uplift band”? Well, we’re yet to hear ANYTHING AT ALL about pay proposals for them!

This pay demand – disguised as a ‘pay policy’ – now goes before all councillors at a FULL COUNCIL MEETING next Tuesday. And the Human Resources Committee, chaired by a supposed trade unionist, LABOUR’S Mike “Arselick” Wollacott is recommending councillors agree to bump the bosses’ wages up by 20 per cent while offering no pay rise to other council workers.

With trade unionists like this, who needs exploitative bosses?
