BRISTOL CITY COUNCIL’S FANTASY PAY WORLD

It’s that time of year when we have to endure the laughable bullshit that is Bristol City Council’s Pay Policy. A wholly misleading yearly statement on high pay for the council’s useless boss class.

This year we’re invited to admire how the ratio of the lowest paid on a minimum wage to the highest paid, allegedly the Chief Exec (without including his generous pension contribution), has fallen to 8.93:1 from 9.26:1 last year. Conveniently below the council’s arbitrary target  of 10:1.

However – as usual – the maths is faulty. A glance at last year’s Statement of Accounts reveals that the highest paid boss was Juliet Blackburn Consulting Ltd,  Director of Adults Transformation, who trousered a cool £30,932 a month. Or £371,184 a year making a highest to lowest paid pay ratio of, er, 17.7:1.

Other lottery winners courtesy of our council tax include congenital idiot Nikki Beardmore, a Communication & Engagement Director, who had to struggle through the cost of living crisis on around £200k a year, and Alan Layton, Head of Financial Planning, who trousered £240k a year pro rata.

The St Monica Trust, one of the city’s most notorious “providers of retirement accommodation and care in a range of different settings” has started an all-out assault on their low paid care workers who worked throughout covid for the wealthy charity in appalling conditions.

The Trust is pretty much a front for the racist slave trade cult, The Society of Merchant Venturers, who manage a “substantial endowment on behalf of the charity” as well as providing six trustees to the charity. Among these trustees are some of the cult’s most notorious scumbags, including former Masters such as Ross “Arsehole” Ancell and Tim “Dross” Ross as well as former chair of Green Capital Andrew “The Pie Man” Garrard.

These institutional racists’ are using the despicable practice of ‘fire and rehire’ on their hard-working low paid care workers. Their plans include substantial cuts to pay by reducing night and weekend enhancements; slashing weekly hours and removing paid breaks.

The wealthy toerags also propose targeting other terms and conditions including sick pay and are looking to change shift patterns, which will play havoc with childcare arrangements by making long days almost impossible.

Finally, different jobs will be merged into a generic “customer service” role with people expected to do work they never signed up for and perform tasks they aren’t trained to do.

The Venturers, who proudly list Cullum “Cunt” McAlpine, a notorious trade union buster as a member, have also been highly resistant to recognising and working with trade unions over their scurrilous plan. They have been especially keen to identify any workers who may be members of a union.

Rest assured, unions are planning a robust and public response to this right wing anti-worker, anti-union pile on from the racist scum Venturers and any of their revolting little helpers at St Monica’s Trust.

BOG WANKING BOSS BANS BOATS FROM BOAT FEST

With just a week to go until our annual Harbour Festival, it’s time for Bristol City Council and its prize turd in human form, the Hitler of the harbour, Cap’n Tony “Ahab” Nichol, to treat some Bristol residents LIKE SHIT in order to facilitate some vacuous piece of old crap for the WEALTHY and PRIVILEGED.

This year’s victims are the 30-odd boat-owning residents of HANNOVER QUAY who have been instructed by Harbour Master Ahab, still apparently struggling with his considerable number of mental health issues, to shift their homes out of the way to the end of the harbour at Poole’s Wharf for TEN DAYS during a festival that’s supposed to celebrate, er, boats and our harbour.

We understand these residents are being uprooted so that Ahab and his tragic council management mates and hangers-on can move a SUPER YACHT on to Hannover Quay for the weekend so they can spend time aboard the vessel getting pissed and tugging each other off in style.

Perhaps they’ll be celebrating Ahab’s oversight of the dodgy repair of the Princes Street Swing Bridge? This only took him about THREE YEARS, cost MILLIONS and, we’re reliably assured, “will last about FIVE MINUTES“! Or perhaps they’ll raise a glass to Ahab’s last round of staff cuts, which created 1.25 bosses to every member of working staff accompanied by an unprecedented rise in the DEATH TOLL in his docks?

The boat owners are, of course, livid. Not least because there’s NO ELECTRICITY at Poole’s Wharf, which means the council are treating their long-term paying customers to ten days of living in the dark and eating cold food in the arse end of the harbour while they all enjoy themselves. What’s not to like?

The boat owners are also less than impressed that the consultation they were promised months ago by Bristol City Council prior to any move NEVER MATERIALISED. Instead Ahab – who only has a job because an investigation into his systematic workplace bullying practices in 2014 was called off because it took so long the investigator had retired – simply wandered down to Hannover Quay one day and INSTRUCTED the boat owners to leave or else.

Subsequent complaints to Ahab have all fallen on DEAF EARS, not least because he’s actually very, very ill and isn’t mentally capable of giving a fuck about people. But that’s only when boat owners have managed to get hold him at all. “He’s been spending a lot of time lately in the Harbour Office toilet with his prized copy of ‘Superyacht’ magazine,” we’re told.

How has Bristol City Council property boss Robert “Spunkface” Orrett already managed to run up a LOSS of £9m in his department this year? Surely there’s some mistake? Wasn’t Spunkface brought in from the super efficient, cash generating private sector to prevent just this kind of public sector waste and profligacy?

A brief read of the Reverend Rees’s emergency finance report – expensively prepared by his highly-paid private sector finance consultant Anna “BIG WEDGE” Klonowski, managing director of Elka Solutions Ltd management consultancy – reveals that Spunkface has managed to turn a profit projected to be £7.5m in March’s budget into a LOSS of £1.5m five months later!

Most of the excuses concocted for this financial shambles float in a special space between useless and the absurd. According to Ms Big Wedge, Spunkface has flopped because he’s FAILED to increase return on investment property holdings; he’s FAILED to reduce running costs from the disposal of admin buildings and he’s FAILED to reduce facilities management costs as promised.

Since the rental income from INVESTMENT PROPERTIES was £10m in 2015 – 16 – slightly up from £9.5m in 2014 -15. It’s is hard to see how Spunkface or the council thought they could increase this income by £7.5m this year … So it’s nothing to do with that then.

Similarly, FACILITIES MANAGEMENT costs are just £4.3m a year so there’s no £7.5m savings to be made there … So it’s nothing to do with that then.

This just leaves the running costs saved from the disposal of admin buildings. A major part of recently departed strategic director Max Wide “Boy’s” SINGLE CHANGE PROGRAMME that was going to deliver £60m of carefully designed strategic cuts by March 2017.

The jewel in the crown of these proposals was the ‘WORKPLACE PROGRAMME‘. The plan being that council would create “new agile working environments” for all council staff in just TWO BUILDINGS – an expensively refurbished Counts Louse and the newly purchased £15m Temple Street base. Apparently this could save the council a fortune in office rentals and leases and by having less buildings to maintain and administrate.

The new ‘agile work environments’ are already universally loathed by staff as corporate, sterile and IMPRACTICAL. Relying on expensive half-baked tech solutions and fashionable nonsense in an attempt to appear modern, the offices have only found favour with sad and lonely senior local authority bosses who appear to gain a sense of importance wafting around the ‘flexible space’ with their iPads.

Alas, Wide Boy’s Single Change Programme and on-trend ‘agile environment’ plans may not have panned out quite as he had planned. Before legging it in June he alleged via one of his many vague (but extremely agile with the truth) Powerpoint presentations to GULLIBLE COUNCILLORS that he had managed to deliver just £30m of his promised ‘savings’ up to April. Meaning a further £30m savings had to be found this year.

But now we find that a £9m shaped HOLE has appeared in Property Services exactly where Wide Boy’s agile ‘Workplace Programme’ savings should be. That means that Wide Boy’s overall savings are actually £21m not £30m. A cock-up that 1,000 low paid council staff will now have to pay for with their jobs. Less ‘agile working’ and more ‘fragile working’!

So why don’t council bosses openly tell us about this financial savings BELLYFLOP and their wholly misconceived corporate ‘agile’ cock up? Indeed, why hasn’t Spunkface – as a responsible public servant – prepared a proper detailed report on the finances in his Property Department for the mayor and councillors? As opposed to keeping his head down and trying to bury this enormous senior management CLUSTERFUCK in an opaque set of accounts?

Could it have anything to do with the fact that Marvin’s newly installed team of highly paid bosses – some pulling in a GRAND A DAY on temporary contracts; others tax efficiently creaming £80k A QUARTER – are just about to embark on yet another top-down reorganisation?

They’re promising, with lashings of corporate jargon, natch, lots more huge savings. So maybe they don’t want anyone noticing that the last reorganisation was a load of OVERPRICED BULLSHIT run by a bunch of highly paid INCOMPETENTS and cover-up artists?

Are The Reverend’s newly assembled little gang of greedy bosses and management consultants preparing to deliver their own under-powered reorganisation using the same old over-powered corporate PR techniques safe in the knowledge they, too, can do A RUNNER before the shit hits the fan?

And Look! Top of the new bosses’ list – promising to deliver £16m of savings by March 2017 – is Wide Boy’s utterly failed and useless SINGLE CHANGE PROGRAMME!

GREEDY BOSSES SCORE THEIR MASSIVE CASH BOOST

PF-loadsamoney_2177214bRejoice! It has come to pass! Two thirds of Bristol’s councillors have voted to RAISE the council’s senior bosses’ salaries by up to 20 PER CENT. Just as we revealed they were conspiring to do in the last issue of The BRISTOLIAN.

An elite group of bosses – already in THE TOP ONE PER CENT OF EARNERS in the city – can now look forward to enhanced pay packets from this month. The council’s three strategic directors will now be struggling along on £136K A YEAR while 29 service directors can look forward to pay packets of up to £110K A YEAR. Up from £90k!

Meanwhile councillors made NO PAY OFFER whatsoever to the rest of their long-suffering, low paid staff  whose salaries have STAGNATED for at least eight years. The little people who do all the work can fuck off as far as Bristol City Councillors are concerned.

Many from the establishment political parties – LABOUR, TORIES and GREENS – with the exception of a few maverick Lib Dems, supported this insane salary rise for bosses. Delivered under the guise of a pay policy claiming to REDUCE INEQUALITY between the lowest paid and the highest paid at the council by, er … Increasing the wages of the best paid!

While you expect bent Tories to stuff the pockets of the wealthy with public money, it’s extraordinary that the so-called progressives of the Labour and Green parties back these pay rises for the ONE PER CENT OF HIGHEST EARNERS. Especially when both parties are pretending – during the mayoral elections at least – that they are going to tackle inequality in Bristol.

Both parties also happily supported the unproven claim by Mayor Toryboy that these fat cat salaries have to be increased to attract “THE BEST TALENT“. Because obviously you need “talent” to shuffle paper, sit in meetings and fail to deliver a transport plan for your key capital project don’t you? It also takes “talent”, presumably, to keep your work and its finances TOP SECRET at all costs from the public you serve.

In reality, there’s ZERO EVIDENCE to show higher salaries to bosses improves anything at all. It’s as big an economic myth as the Tories’ notorious “TRICKLE DOWN THEORY“, which claims making the rich richer will make poor people wealthier.

Even the trade unions seem to be in on this CRUDE SCAM to benefit the bosses and not the workers. We’ve seen no public objection from the three main unions at the council – Unison, Unite and the GMB – to this scandalous pay rise for the rich or any attack on the LIES AND DISTORTIONS used to implement it.

Perhaps it’s time for workers at the council to organise themselves?

Gaga: money grabbing scrote unfit for office?

The revelation that council Chief Exec, Nicola “LADY GAGA” Yates earned £18k in wages from the Bristol 2015 Ltd company at the rate of £60 an hour may prove to be very bad news for this beleaguered money-grabbing council boss.

There’s already widespread OUTRAGE that Gaga scooped herself an extra £18k of public money from Bristol 2015 while cheekily trousering £193k from the public purse this year for a job paid at £160k. Now we’ve discovered that her contract of employment specifically PREVENTS her from doing another job or retaining earnings without the “EXPRESS CONSENT” of the council.

Gaga’s contractual obligations are contained in the Joint Negotiating Committee for Local Authority Chief Executives Conditions of Service Handbook. And here’s the first thing it says:

3. WHOLE-TIME SERVICE

The chief executive shall devote his or her whole-time service to the work of the council and shall not engage in any other business or take up any other additional appointment without the express consent of the council. He or she shall not subordinate his or her duty as chief executive to his or her private interests or put himself or herself in a position where his or her duty and private interests conflict.

In other words, Gaga should not be taking further employment without the “express consent” of councillors. Where is that consent for her role at Bristol 2015 Ltd? It also says if she does take on any other employment it should not CONFLICT with her role as Chief Exec of the council.

For example, she should not be putting herself in a position where she’s WITHHOLDING accounts and ignoring the Local Government Transparency Code on behalf of Bristol 2015 Ltd, who privately employ her. Because this openly CONFLICTS with her duty as the chief executive of the council where she needs to be robustly upholding this code on our behalf and ensuring all public expenditure is properly accounted for.

The explanation currently emerging from the Mayor’s office over Gaga’s employment and earnings at Bristol 2015 Ltd reeks of BULLSHIT. The Mayors sidekick-in-chief, Deputy Mayor Geoff “” Gollop provided a long-winded explanation of Gaga’s conduct to the council’s Audit Committee last Friday.

The dodgy Tory accountant blustered that Gaga had to be paid a salary in order to demonstrate her role of Chief Exec at Bristol 2015 Ltd was independent of her role as Chief Exec of Bristol City Council. Gollop effectively seemed to claim that paying £1k a month into Gaga’s bank account made any conflict of interest she might have disappear in A PUFF OF SMOKE. Nonsense. Gaga’s conflict of interest cannot just vanish in exchange for cash.

The correct practice should be that at any Bristol 2015 Ltd meetings where business of the council is discussed, Gaga should LEAVE the meeting. Similarly at any meeting of the council where Bristol 2015 Ltd is discussed, Gaga should LEAVE the meeting, which makes it pretty much impossible for Gaga to perform both Chief Exec roles. Any claim by Fergo and Gollop that greasing her palm with cash somehow makes it possible is a load of BENT BOLLOCKS of the highest order.

And it doesn’t stop here. There’s some further dodgy practice around Gaga’s Bristol 2015 job. Gaga’s contract also states:

8. INCLUSIVE SALARIES

Salaries shall be deemed to be inclusive, and all other fees and emoluments, unless they are covered by Paragraph 9 (returning officer, etc.) or the authority expressly agrees that they shall be retainedby the officer, shall be paid by the officer into the council’s accounts.

In other words, any extra salary payable to Gaga for any other work she does SHOULD GO TO THE COUNCIL not to her. Unless “the authority expressly agrees”. Where is this agreement from councillors? Looks like Gaga owes us £18k then.

There it is then. At least two occasions when Gaga’s BREACHED HER CONTRACT plus 18 months of undeclared and unaddressed conflicts of interest between Bristol City Council and Bristol 2015 Ltd she’s done NOTHING about.

yates iiBoth the city council pay policy reports to councillors in 2015-16 and 2016-17 insist council chief Nicola “Lady Gaga” Yates’ salary is £160K A YEAR. This means she should earn ‘only’ up to ten times the amount of the lowest paid council workers on the living wage of £15,900.

This 10:1 highest to lowest wage ratio is supposed to be official council policy as laid down by the people we elect. Strange, then, that the last senior officers pay report published on the council’s website in December 2015 stated that Gaga actually earned £193K A YEAR!

This is up from £180k in April 2015 and up from the publicly agreed wage of £160k we were told she would earn when she started in April 2013. Gaga appears to have unilaterally awarded herself a SECRET 20 PER CENT PLUS pay rise outside of her own council’s written policy then.

The FOUL STENCH surrounding this woman and her easy access to public money is compounded by the fact she’s now been forced to admit she also earned £12k a year at an hourly rate of £60.00 as the Chief Exec of Bristol 2015 Ltd. This means her earnings may have topped £204k last year! Not bad for someone who ‘only’ earns £160k a year according to all the formal council documents on pay being fobbed off on us.

Look out too for that useless trade union worker and chair of the council’s Human Resources Committee Labour’s Mike ““ARSEHOLE” Wollacott at the Full Council Meeting next Tuesday. He’s adding his own cheap and nasty fragrance to the general stink of ill-managed public money, lies, greed and corruption wafting around the Council House these days.

Wollacott will openly LIE to councillors and to the Bristolian public on Tuesday and assure us all – on the record – that Gaga only earns £160k a year. Thus he can maintain his LIE that the council’s highest earner only earns ten times the salary of the lowest earner.

And before Wollacott or any of his mates start sending us wanky legal threats, he has already published his LIE in the report that he’s presenting to the Full Council on Tuesday recommending councillors give the bosses their 20 per cent pay rise.

Why’s this trade unionist openly LYING to councillors, his staff and the public about senior bosses’ salaries? Why’s he pretending he’s helping the low paid at the council while simultaneously hiding the real salary of Gaga that just happens to make a mockery of his party’s own living wage policy?

The whole lot of ’em – bosses and councillors – are taking the piss out of us, their staff and especially the low paid.

A council pay policy report talking up the living wage and shoved in front of councillors on the Human Resources Committee last month claimed that the council’s new SENIOR MANAGEMENT PAY POLICY, apparently conjured out of thin air, is that the salary of Strategic Directors will be 85% of the City Director’s salary of, allegedly, £160k.

What this means, then, is that the council’s four strategic directors, struggling along on just £130k a year at present should get a tasty little £6K PAY RISE to £136k a year! … So much for austerity and cuts at the council …

That’s a 4.6 PER CENT pay demand from the bosses then. Meanwhile, the little people who actually do all the fucking work will be lucky to see a one per cent pay rise this year. Not that their bosses, busy FEATHERING THEIR OWN NESTS, have tried to get them any kind of pay rise at all.

Also joining in with this latest FAT CAT PAY BONANZA at the Counts Louse were 19 Service Directors. In their case, councillors are instructed to up the pay of this well paid shower of twerps “IN LINE WITH THE MARKET RATE“.

The “market rate” being £94,601, up from £90,989. That’s a cool FOUR PER CENT wage demand from them then. Apparently demanded – with a straight face – while these service directors personally take an AXE to public services in the name of austerity.

Adding to the sense of WHOLESALE RIP OFF of taxpayers and service users, bosses also demanded “An Uplift Band payable to Service Directors to reward exceptional performance.”

An “uplift band” that can earn a maximum of 15 PER CENT of total salary. In other words, service directors could earn as much as £110K A YEAR if they meet undisclosed performance targets based on secret criteria judged by themselves! But don’t worry, because bosses assured councillors they’d inform them immediately after they’d awarded themselves any “uplift band”!

The cost of all these proposed wage hikes appears to be in the region of £400K OF COUNCIL TAX PAYERS MONEY and no doubt these bosses have worked very hard indeed to set aside our money to sort out their wages for the next year in these straightened times?

But what about their staff? Are they getting a four per cent pay rise and a 15% “uplift band”? Well, we’re yet to hear ANYTHING AT ALL about pay proposals for them!

This pay demand – disguised as a ‘pay policy’ – now goes before all councillors at a FULL COUNCIL MEETING next Tuesday. And the Human Resources Committee, chaired by a supposed trade unionist, LABOUR’S Mike “Arselick” Wollacott is recommending councillors agree to bump the bosses’ wages up by 20 per cent while offering no pay rise to other council workers.

With trade unionists like this, who needs exploitative bosses?

Hapless former Lib Dem Director of Place Making at the council and wannabe media mogul, MIKE “GORDON” BENNETT – owner of the George Ferguson fanzine Bristol 24/7 – has been refused an entry in Wikipedia because he’s not important enough!

The discussion on Wikipedia of why Gordon was refused an entry in the online encyclopedia makes especially interesting reading. “Lots of references to show notability,” it says here. “However they are either false, dead or do not support the claims made. All articles possibly created by his staff,” it helpfully explains!

Oh dear. Perhaps Mayor Backscratch can sort out a local business award for Bennett’s ego instead?

Meet Peter “HIGH” Price. He’s a director of the Cabot Learning Federation, which runs a load of schools in Bristol including Bristol Brunel Academy, John Cabot Academy, Hanham Woods Academy, Kings Oak Academy and Bristol Metropolitan Academy.

Price is also a systematic CHILD ABUSER. He happily oversees a cruel disciplinary regime at his schools called “ISOLATION“. Basically Price permits his senior bosses to detain children in an empty room on their own with nothing to do all day for minor breaches of his silly school rules.

We believe this revolting practice of imprisoning children against their will is an abuse of these children’s HUMAN RIGHTS and should be classed as child abuse. We also believe the perpetrators of such crimes should be being INVESTIGATED by the authorities. Does any parent out there believe they would not be subject to investigation if they forcibly shut their child away on their own in a room all day with nothing to do?

However, we doubt criminality really bothers “Right” Price that much. Because, in his day job, Price is a senior executive in ROLLS ROYCE‘s “Defence Aerospace business sector”. This means he basically designs and builds weapons that blow – mainly Middle Eastern – kids up for big, BIG BUCKS!

In comparison to being murdered from 30,000 feet by one of Price’s state-of-the-art WAR PLANES, being put in “isolation” for the day is not much of a big deal is it? A rather small crime against humanity that can be overlooked in Price’s alternative moral universe perhaps?

Peter’s shitty little company, Rolls Royce, meanwhile, are fighting off accusations of “multi-billion dollar BRIBERY and KICK-BACK schemes” in just the US, Indonesia, China, Brazil and India at present!

So is this character, a senior boss in an extraordinarily DODGY INDUSTRY steeped in murder, bribery, corruption and the dark arts, really morally fit to run our schools? And is this ARMS PROFITEER really capable of sound judgement? Especially when you consider he’s dedicated his whole life to designing machines able to kill substantial numbers of children more efficiently.

The Bristolian says Price out now! We want school bosses who deal in humanity not death.
